(b) All police officers shall have lawful authority to summon
witnesses to give testimony under oath upon any charge preferred
under this article. No person shall refuse to obey a summons.
§ 11-10A. Persons riding animals or driving animal-drawn vehicles.
(a) Every person riding an animal or driving any animal-drawn
vehicle upon a roadway shall be granted all of the rights and subject
to all of the duties applicable to the driver of a vehicle by subtitle II
11, except those provisions of this subtitle which by their very nature
can have no application.
(b) No person shall ride an animal or drive any animal-drawn
vehicle upon any dual lane highway where the posted maximum
speed limit exceeds 35 miles per hour, or upon any controlled-access
highway., EXCEPT IN CHARLES AND ST. MARY'S COUNTIES.
§ 11-105. Persons working on highways—exceptions.
Unless specifically made applicable, the provisions of this subtitle
except those contained in part IX hereof shall not apply to persons,
teams, motor vehicles, and other equipment while actually engaged
in construction or maintenance work upon the surface of a highway,
but shall apply to these persons and vehicles when traveling to or
from this work.
§ 11-106. Authorized emergency vehicles.
(a) The driver of an authorized emergency vehicle, when re-
sponding to an emergency call or when in the pursuit of an actual or
suspected violator of the law or when responding to but not upon
returning from a fire alarm, may exercise the privileges set forth in
this section, but subject to the conditions herein stated.
(b) Under the circumstances stated in subsection (a), the driver
of an authorized emergency vehicle may:
(1) Park or stand, irrespective of the provisions of this subtitle;
(2) Proceed past a red or stop signal or stop sign, or yield sign,
but only after slowing down as may be necessary for safe operation;
(3) Exceed the maximum speed limits so long as he does not
endanger life or property; and
(4) Disregard traffic control devices and regulations governing
direction of movement or turning in specified directions.
(c) The exemptions herein granted to an authorized emergency
vehicle apply only when the vehicle is making use of audible and
visual signals meeting the requirements of sec. 12-218 of this article,
except that an authorized emergency vehicle operated as a police
vehicle need not be equipped with or display the visual signals.
(d) The foregoing provisions shall not relieve the driver of an
authorized emergency vehicle from the duty to drive with due regard
for the safety of all persons, nor shall these provisions protect the
driver from the consequences of his reckless disregard for the safety
of others.
