§ 4-108. Omitted.
Sec. 4-109. Principals.

A person who, whether present or absent, aids, abets, induces,

procures, or causes the commission of an act which, if done directly
by him, would be a felony or a
misdemeanor under a provision of
this article, is guilty of the same felony or misdemeanor.

§ 4-110. Altered or forged documents and plates.

(a)    It shall be a felony for any person to commit any of the
following acts:

1.    To alter with fraudulent intent any certificate of title, regis-
tration card, permanent registration plate, or permit issued by the
department.

2.    To forge, counterfeit or duplicate or to attempt to forge,
counterfeit or duplicate or to manufacture, construct or possess
any paraphernalia for use in such forging, counterfeiting or dup-
licating, with fraudulent intent, any certificate of title, registration
card, registration plate, validation tab, permit or any other official
document issued by the Department of Motor Vehicles, or, with the
intent to defraud, to possess, give away, sell, or attempt to sell any
forgery, counterfeit, or duplication thereof.

3. To alter, forge, or falsify with fraudulent intent any assign-
ment upon a certificate of title.

4. To hold or use any such document or permanent registration
plate knowing the same altered, forged or falsified.

(b)    It shall be a misdemeanor for any person to commit any of
the acts prohibited by subsection (a) of this section with respect to
a temporary registration plate issued by the department.

(c)    As used in this section, "temporary registration plate"
means only a plate valid for a period not determined by reference
to the annual registration period and made of cardboard or other
nondurable material. "Permanent registration plate" means every
other plate or marker required by law to be attached to a motor
vehicle.

§ 5-101. Dealers must be licensed.

(a) No person shall carry on or conduct the business of dealer
in any class or type of vehicle unless he is licensed by the depart-
ment to do so under this subtitle.
