3. Registration plates, together with appropriate registration
certificate, $1.00 in the case of loss of one motor vehicle registration
plate and $2.00 in case of the loss of two motor vehicle registration
plates, provided in the case of registration plates (if only one has
become lost, mutilated or has become illegible) the remaining regis-
tration plate shall be returned to the Department, when the sub-
stitute set of registration plates has been received.

4. One dollar in the case of the loss of a registration plate for a
trailer, motorcycle or bicycle with motor attachments, and for the
loss of any validation tab.

5. The department may issue an additional registration card for
a fee of $1.00.

Part IXBus Taxation Proration and
Reciprocity Agreement

§ 3-901. Definition of "article;" enactment of Bus Taxation Prora-
tion and Reciprocity Agreement.

(a)    As used in this part, "Article" means an article of the Bus
Taxation Proration and Reciprocity Agreement, as indicated in the
captions of the sections in this part, unless the context clearly re-
quires a contrary interpretation.

(b)    The Bus Taxation Proration and Reciprocity Agreement is
hereby enacted into law and entered into with all jurisdictions
legally joining therein in the form substantially as follows:

§ 8-902. Article I. Purposes and Principles.

(a)    It is the purpose of this agreement to set up a system
whereby any contracting state may permit owners of fleets of buses
operating in two or more states to prorate the registration of the
buses in fleets in each state in which the fleets operate on the basis
of the proportion of miles operated within such state to total fleet
miles, as defined herein.

(b)    It is declared that in making this agreement the contracting
states adhere to the principle that each state should have the freedom
to develop the kind of highway user tax structure that it determines
to be most appropriate to itself; that the method of taxation of
interstate buses should not be a determining factor in developing its
user tax structure; and that annual taxes or other taxes of the fixed
fee type upon buses, which are not imposed on a basis that reflects
the amount of highway use, should be apportioned among the states,
within the limits of practicality, on the basis of vehicle miles traveled
within each of the states.

§ 3-903. Article II. Definitions.

(a)    State includes the states of the United States, the District
of Columbia, the territories of the United States, the provinces of
Canada, and the states, territories, and Federal District of Mexico.

(b)    Contracting state means a state which is party to this agree-
ment.
