card upon furnishing satisfactory information to the department and
upon payment of the prescribed fee.
(b) If any current registration plate or plates are lost, muti-
lated, or become illegible, the owner of the vehicle for which the
registration was issued shall immediately place on the vehicle a
temporary number plate or plates bearing the vehicle's registration
number, which temporary plate or plates shall be displayed as nearly
as possible as herein provided for the registration plate. The owner,
within 48 hours after such loss or mutilation, shall give notice
thereof to the department and apply for substitute registration
plates and a substitute registration card. The department shall
supply the substitutes upon payment of the prescribed fee. Upon
receipt of the substitute registration plates and substitute registra-
tion card, the original registration card and plates shall be sur-
rendered to the department.
(a) It is the duty of all police officers to report to the department
all vehicles operating in violation of section 3-411, and the department
shall verify whether the owner has complied with this section.
§ 3-416. Omitted.
§ 3-417. Regulations governing change of motors.
The commissioner may adopt and enforce registration rules and
regulations as necessary and compatible with the public interest with
respect to the change or substitution of one engine in place of
another in any motor vehicle.
§ 3-418. Department shall issue registration bulletins.
(a) The commissioner shall compile and publish in books or
bulletins a list of all registered vehicles and thereafter compile and
publish supplements thereto. The list of registered vehicles shall be
arranged serially according to the registration numbers assigned
to registered vehicles and contain in addition the names and addresses
of registered owners and a brief description of each vehicle including
the identifying number thereof.
(b) Copies of the lists may be furnished free of charge to public
officials of the State, to the police departments of all the counties and
municipalities of the State, and to the offices of the sheriffs and
county commissioners of the several counties in the discretion of the
department, and the department may also furnish copies of the lists to
all other persons applying for them at a price not less than the
cost of the lists to the State.
Part V—Transfer of Registration
§ 3-501. Registration expires on transfer by owner.
Except as otherwise provided in this subtitle, if the owner of a
registered vehicle transfers or assigns his title or interest therein the
registration of the vehicle shall expire unless the owner gives to the
transferee written permission to use the existing registration plates.
If permission is not given the owner shall remove the registration
plates from the vehicle.
