(d) No vehicle while used or operated in this State shall have
displayed upon either the front or rear of the vehicle any expired
registration plate issued by any State, nor shall any person display
or permit to be displayed upon any vehicle operated in this State, the
registration plate issued to another vehicle or person other than the
owner thereof.

§ 3-412. Expiration of registration.

Every class A and class D registration plate issued under this
subtitle shall expire at midnight on the 31st day of March of each
succeeding registration year unless annual validation tabs have been
applied for and issued by the department and displayed upon plates
as provided in section 3-410(c). The registration plates of all other
classes of vehicles shall expire on the 30th day of April of each
succeeding registration year unless annual validation tabs have been
applied for and issued by the department and displayed upon the
registration plates as provided in section 3-410(c). From time to
time thereafter the commissioner shall evaluate the condition of
registration plates issued under this Article and shall provide for the
manufacture and issuance of new registration plates in his discretion.
Such new registration plates shall be issued and subsequently vali-
dated in the manner prescribed in this part.

§ 3-413. Application for and renewal of registration.

(a)    Application for renewal of a vehicle registration shall be
made by the owner upon proper application and upon forms to be
obtained from the department under conditions provided by the de-
partment.

(b)    The department may receive applications for renewal of
registration and grant the same and issue new registration cards and
plates or validation tabs, if they are to be used as authorized in
section 3-410(c), at any time prior to expiration of registration,
but no person shall display upon a vehicle the new registration
plates or the new validation tabs prior to March 1 for those registra-
tions which expire March 31, or prior to April 1 for those registra-
tions which expire on April 30 of each year for which issued.

§ 3-414. Notice of change of address or name.

(a)    If any person after making application for or obtaining the
registration of a vehicle moves from the address named in the appli-
cation or shown upon a registration card, within 80 days thereafter he
shall notify the department in writing of his old and new addresses.

(b)    If the name of any person who has made application for or
obtained the registration of a vehicle is thereafter changed by mar-
riage or court decree he within 30 days shall notify the department
of the former and new name, whereupon the department shall issue
a corrected registration certificate without charge.

§ 3-415. Lost or damaged cards or plates.

(a) If any registration card is lost, mutilated, or becomes
illegible, the owner of the vehicle for which the card was issued shall
make immediate application for and may obtain a duplicate of the
