136.

It shall be the duty of said Superintendent to prepare a system
or rules and regulations for the more effectual security of the public
buildings and grounds and the maintenance of order therein, and
for the government of the watch when on duty; and such rules and
regulations, when approved by the [Governor] Secretary of General
Services,
shall become part of the law for the keeping and guarding
of the public buildings and grounds, and shall be conspicuously
posted therein; and any person who shall violate the same or any
part thereof shall upon conviction thereof before a justice of the
peace, be deemed guilty of a misdemeanor, and fined not more than
twenty dollars and costs; and in default of payment of such fine
and costs shall be committed to the county jail for a period of not
less than ten days nor more than thirty days; provided that any
person so convicted shall have the right of appeal to the Circuit Court
for Anne Arundel County.

137.

All janitors, watchmen, keepers of steam houses and furnaces, and
all other officers provided for by Section 134, and all laborers and
other persons employed permanently or temporarily in and about the
public buildings and grounds under the provisions of said section
shall be under the supervision of the Superintendent of Annapolis
Public Buildings and Grounds and obey all orders and carry out all
instructions by him given in relation to the care and protection of
said public buildings and grounds.

138.

The Superintendent of Annapolis Public Buildings and Grounds
shall, before entering the performance of the duties of his office, take
oath as prescribed by the Constitution of this State. He shall be cov-
ered by a surety bond in accordance with the provisions of Sections
46 through 50 of Article 78A of the Annotated Code of Maryland.
He shall turn over to his successor all moveable property belonging to
the State.

Sec. 5. And be it further enacted, That new Section 139A be 140
BE AND IT IS HEREBY added to Article 41 of the Annotated Code
of Maryland (1957 Edition, 1965 Replacement Volume and 1969 Sup-
plement), title "Governor—Executive and Administrative Depart-
ments," subtitles "The Executive Department," SUBTITLE "THE
EXECUTIVE DEPARTMENT," SUBHEADING "Superintendent
of Buildings," to follow immediately after Section 139 thereof, and
to read as follows:

139A. 140.

(a) The Office of Baltimore Public Buildings and Grounds is
established and continued as the same office of Superintendent of
"State Office Buildings
Baltimore" hitherto existing. The Office
of Baltimore Public Buildings and Grounds shall be part of the
Department of General Services. The Office of Baltimore Public
Buildings and Grounds shall have, subject to the authority of the
Secretary of General Services, the powers, duties, responsibilities
