merchandise, and every motor vehicle trailer or semi-trailer used for
carrying freight or merchandise in the furtherance of any commer-
cial enterprise.

§ 1-111. Commercial motor vehiclefor hire.

Commercial motor vehiclefor hire means every motor vehicle
and every semi-trailer or trailer, and tow-trucks, except taxicabs,
used or to be used in the transportation of passengers or property
or towing of vehicles for hire. Nothing herein shall be construed
as including motor vehicles used by a registered dealer for the pur-
pose of towing disabled vehicles incidental to his business.

§ 1-112. Commercial trailer.

Commercial trailer means every trailer or semi-trailer designed
and used for carrying freight or merchandise and every trailer or
semi-trailer used for carrying freight or merchandise in the further-
ance of any commercial enterprise.

§ 1-113. Commissioner.

Commissioner means the Commissioner of Motor Vehicles of this
State.

§ 1-114. Controlled-access highway.

Controlled-access highway means every highway, street or road-
way in respect to which owners or occupants of abutting lands and
other persons have no legal right of access to or from the same except
at such points only and in such manner as may be determined by the
public authority having jurisdiction over such highway, street, or
roadway.

§ 1-115.. Conviction.

Conviction means a final conviction or a forfeiture of bail or
collateral deposited to secure a defendant's appearance in court,
which forfeiture has not been vacated in this or any other State.

§ 1-116. Crossover.

Crossover means a transverse roadway or opening which connects
the separate roadways of a divided highway at a point other than
an intersection of said divided highway with another highway.

§ 1-117. Crosswalk.
Crosswalk means,

(1)    Any portion of a roadway distinctly indicated for pedestrian
crossing by lines or other marking on the surface;

(2)    That portion of a roadway ordinarily included within the
prolongation or connection of the lateral lines of sidewalks at inter-
sections.

§ 1-118. Dealer.

Dealer means a person actively engaged in the business of buying,
selling, or exchanging vehicles.
