EXECUTIVE AND ADMINISTRATIVE DEPARTMENTS,"
SUBTITLE "GOVERNOR" AND to repeal Article 66½ of the
Annotated Code of Maryland (1967 Replacement Volume and
1969 Supplement) title "Motor Vehicles" and to repeal all amend-
ments and additions thereto, and to enact a new Article 66½ in
lieu thereof to stand in the place of the Article so repealed, gen-
erally revising the Motor Vehicle Laws of this State and relating
generally to Motor Vehicles and to the powers, duties and func-
tions of certain State and local officers and employees in relation
thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That SECTION 59B OF ARTICLE 41 OF THE ANNOTATED
CODE OF MARYLAND (1965 REPLACEMENT VOLUME AND
1969 SUPPLEMENT) TITLE "GOVERNOR—EXECUTIVE AND
ADMINISTRATIVE DEPARTMENTS," SUBTITLE "GOVER-
NOR" AND Article 66½ of the Annotated Code of Maryland (1967
Replacement Volume and 1969 Supplement) title "Motor Vehicles"
be and the same is hereby repealed and that all other laws amend-
ing or adding thereto are repealed and that a new Article 66½ be
and the same is hereby enacted in lieu thereof to stand in the place
of the Article so repealed and to read as follows:

Words and Phrases Defined
§ 1-101. Definition of words and phrases.
(a) The following words and phrases when used in this article
for the purpose of this article, have the meanings respectively
ascribed to them in this subtitle, except when the context otherwise
requires.
(b) The department, in disputed cases, may determine the extent
of the applicability of the definitions herein contained.
§ 1-102. Alley.
A street or highway intended to provide access to the rear or
side of lots or buildings in urban districts and not intended for
one purpose of through vehicular traffic.
§ 1-103. Authorized emergency vehicle.
Authorized emergency vehicle means vehicles of the fire depart-
ment, police vehicles; and such ambulances and emergency vehicles of
municipal departments or public service corporations as are desig-
nated or authorized by the commissioner or the chief of police of an
incorporated city.
(1) VEHICLES OF THE POLICE DEPARTMENT AND
OTHER CITY, COUNTY, STATE OR FEDERAL LAW ENFORCE-
MENT AGENCIES.
(2) VEHICLES OF DULY CONSTITUTED VOLUNTEER
FIRE COMPANIES, RESCUE SQUADS, AND FIRE DEPART-
MENTS.
