year to the Governor and to the General Assembly and to the Mayor
and City Council of Baltimore.
Each report shall include a complete
operating and financial statement covering its operations during
the year. The Authority shall cause an audit of its books and ac-
counts to be made at least once in each year by certified public
accountants, and the cost thereof shall be treated as an item of
current expenses.

20. Conflict of interest; action by resolution; payment of expenses;
use of State land; right of entry.

(a)  Interest of members or employees in contracts, etc.Any
member, agent or employee of the Authority who contracts with
the Authority or is interested, either directly or indirectly, in any
contract with the Authority or in the sale to or the purchase from
the Authority of any property either real or personal, is guilty of
a misdemeanor and upon conviction thereof shall be punished by a
fine of not more than one thousand dollars or by imprisonment for
not more than one year, or both.

(b)  Resolutions authorizing action.—Any action taken by the Au-
thority under this article [, except as to the adoption or promulga-
tion of rules and regulations,] may be authorized by resolution at
any regular or special meeting, and each resolution shall take effect
immediately and need not be published or posted.

[(c) Incurring Mobilities or obligations.—All expenses incurred
in carrying out this article shall be payable solely from funds pro-
vided under the authority of this article, and no liability or obliga-
tion shall be incurred by the Authority hereunder beyond the extent
to which monies are provided under this article.]

[(d)] (c) Consent to use of State land.—The State hereby con-
sents to the use of all lands owned by it, including [and] land
lying under water, within the territorial jurisdiction of the Au-
thority,
which are deemed by the Authority to be necessary for the
construction or operation of any [project,] airport facility pro-
vided that the approval of the Board of Public Works shall be first
obtained.

[(e)] (d) Right of entry to make surveys, etc.—The Authority
and its authorized agents and employees may enter upon any lands,
waters and premises [in the state] within its territorial jurisdiction
for the purpose of making surveys, soundings, drillings and exami-
nations as necessary for the purposes of this article, and the entry
shall not be deemed a trespass, nor shall an entry for these pur-
poses be deemed an entry under any condemnation proceedings
which may be then pending. The Authority shall make reimburse-
ment for any actual damages resulting to the lands, waters and
premises as a result of such activities.

21.

(b) Powers transferred.—Subject to the applicable rules, restric-
tions, guides and standards established by this section, all of the
power and authority conferred upon the Mayor and City Council
of Baltimore or Anne Arundel County by Section 16 of Article 1A
of the Annotated Code of Maryland to adopt, revise, administer
and enforce airport zoning regulations to protect the aerial ap-
