Annotated Code of Maryland (1957 Edition and 1969 Replacement
Volume), title "Surveyor and State Survey," subtitle "Maryland
Coordinate System," SUBHEADING "BUREAU OF CONTROL
SURVEYS AND MAPS" be and they are hereby repealed in their en-
tirety, and that Sections 18, 19 and 24 of Article 78A of the Annotated
Code of Maryland (1957 Edition and 1969 Replacement Volume)
title "Public Works," subtitle "Department of Public Improvements,"
be and they are hereby repealed in their entirety.
Sec. 3. And be it further enacted, That Sections 17, 19A, 20, 21,
22, 23 and 25 of Article 78A of the Annotated Code of Maryland
(1957 Edition and 1969 Replacement Volume) title "Public Works,"
subtitle "Department of Public Improvements," be and the same are
hereby repealed and re-enacted, with amendments, to be under the
same title, but to be under the new subtitle "Department of General
Services," all to read as follows:

[The Department of Public Improvements of Maryland is hereby
created. The head of said Department shall be the Director of Public
Improvements of Maryland, which shall be a full-time position.] The
Department of General Services, in addition to its other functions
and duties, shall perform the duties and functions herein conferred
upon it or delegated to it by the Board of Public Works and shall
have all powers necessary and proper to fulfill such functions and
duties.
19A.
(a). There shall be a Land Acquisition Division under the De-
partment of [Public Improvements] General Services. Land for all
public improvements within the meaning of Section 20 of this sub-
title, including those State projects funded under the "Outdoor
Recreation Land Loan of 1969" or "Program Open Space" shall be
acquired exclusively by this Division. The Land Acquisition Divi-
sion is charged with the sole responsibilty to acquire land for State
projects funded under the "Outdoor Recreation Land Loan of 1969"
or "Program Open Space," and has no responsibility for local proj-
ects or for developing the acquired land. Development of land
acquired under "Program Open Space" is the responsibility of the
managing State agencies. [The Division shall be established for a
period necessary to carry out a five-year acquisition program and
shall cease to exist when it has fulfilled its responsibilities under the
program.]
(b). The [Governor, with the advice and consent of the Senate,]
Secretary of General Services, with the approval of the Governor,
shall appoint a chief of the Land Acquisition Division. The chief
shall be experienced and skilled in the field of land acquisition and
shall receive a salary as provided in the budget. He shall continue in
office at the pleasure of the [Governor] Secretary. The chief shall
be responsible to the Department of [Public Improvements] General
Services for discharging the functions assigned to the Division and
for the administration of the Division. The chief shall organize the
Division as necessary to carry out the responsibilities and functions
of the Division and shall have such employees and professional con-
