one for a term expiring on July 1, 1975, and until their respective
successors are appointed and qualify. In the event that there shall
not be a Secretary of Transportation when the initial appointments
are made, the Governor shall appoint a third member whose term
shall expire on July 1, 1975 or earlier, upon the appointment of a
Secretary of Transportation.
The successor of each member shall
be appointed in the same manner as his predecessor as set forth
in subsection [(b)] (a) [of this section] for a term of five years,
but any person appointed to fill a vacancy shall be appointed [to
serve] only for the unexpired term. [, and a member of the Au-
thority is eligible for reappointment. Each member of the Authority
may be removed by the Governor for misfeasance, malfeasance or
wilful neglect of duty, but only after reasonable notice and a public
hearing, unless the notice and hearing are in writing expressly
waived.] The first Chairman shall be appointed by the Mayor, with
the approval of the City Council, for a period of four years from
July 1, 1970. Thereafter the Governor, with the advice and con-
sent of the Senate, shall appoint the Chairman for a period of four
years from July 1, 1974, the Mayor and the Governor thereafter
alternating in appointing the Chairman, in the manner herein pro-
vided, each such appointee to serve for a period of four years from
the end of his predecessor's term. In the event of a vacancy in the
membership of the Authority, his successor for the balance of his
term shall be appointed by the Governor or Mayor, as the case may
be, who first appointed him.
WHENEVER THE OFFICE OF
CHAIRMAN IS TO BE FILLED BY THE GOVERNOR'S AP-
POINTEE, SUCH APPOINTEE SHALL BE A RESIDENT OF
ANNE ARUNDEL COUNTY. A member of the Authority, includ-
ing the Chairman, shall serve until his successor shall be appointed
and qualify. Anyone who has served a term as a member or as
Chairman of the Authority may be reappointed to either office; and
each such member, or the Chairman, may be removed at the pleasure
of the Governor or the Mayor, whichever appointed him to that
office.

(e)  Oaths.—Each member of the Authority before entering upon
his duties shall take the constitutional oath of office before the
Governor or the Mayor or someone authorized by law to administer
oaths and a record of each such oath shall be filed in the office
of the Secretary of State and in the oath book in the office of the
Mayor of Baltimore City.

(f)   Chairman; vice-chairman; secretary; treasurer.—[One of the
members of the Authority shall be designated by the Governor
from time to time to serve as chairman of the Authority.] The
chairman shall preside over fits] meetings of the Authority and
perform such other duties as imposed on him by law or as assigned
to him by the Authority. The members of the Authority annually
shall elect one of its members as vice-chairman, and in the event
of his death, resignation or incapacity to serve, may choose some-
one to serve as vice-chairman for the remainder of the uncompleted
term. The members of the Authority shall also elect a secretary
and a treasurer [who] neither of whom need [not] be a member
of the Authority. One person may act as both Secretary and Treas-
urer.

(g)  Duties of vice-chairman.—In the absence of the chairman,
the vice-chairman shall act as temporary chairman, and have such
other duties as the Authority assigns him.
