2. Territorial jurisdiction.
The Authority shall have jurisdiction and shall be empowered
to exercise and apply any or all of its powers and duties, as defined
and set forth in this article, in, adjoining, or in the vicinity of the
land and improvements comprising Friendship International Air-
port, [and elsewhere in the State as provided for in this article.]
3. Creation and composition of Authority; appointment, terms, etc.
of members; officers; quorum; compensation and expenses.
(a) Authority created [; State instrumentality]—There is hereby
created a public body corporate and politic to be known as "[Mary-
land] Friendship International Airport Authority." [The Authority
is an instrumentality of the State of Maryland, and] The exercise
by the Authority of the powers conferred by this article shall be
deemed and held to be [the performance of an essential govern-
mental function of the State of Maryland] for the benefit of the
people of the City and State and a public function.
(b) Composition; appointment of members.—The Authority shall
consist of [five] seven members, one of whom shall be the Secretary
of Transportation of the State of Maryland, if and as of such time
as said office is created and one of whom shall be the Director of
Public Works of Baltimore City. Of the remaining members, two
shall be appointed by the Governor [of Maryland] , with the advice
and consent of the Senate, and two shall be appointed by the Mayor,
with the approval of the City Council in the manner as hereinafter
provided. If the office of Secretary of Transportation is not created,
the Governor shall appoint a third member in the manner provided
for other appointments made by him. The seventh member shall be
appointed as Chairman in the manner hereinafter provided.
(c) Qualifications of members.—The members of the Authority
shall be residents of the State of Maryland and shall be persons of
ability, experience and integrity, and they shall not be selected as
representing or supporting any special interest or interests. [At
least one of] The two members appointed by the Mayor shall reside
in Baltimore City and at least one TWO of the members appointed by
the Governor shall reside in Anne Arundel County. No member shall
have any pecuniary interest, direct or indirect, in the commercial
operation of any aircraft within the State or in any business or
enterprise conducted at [any State] Friendship International Air-
port, or any airport in the State, under a contract, lease, or other
arrangement [with the Authority].
(d) Terms of members; eligibility for reappointment; removal.—
The terms of the Secretary of Transportation and the Director of
Public Works of Baltimore City shall coincide with the terms for
which they hold their designated offices, and in the event of a
vacancy in either of such offices, the seat on the Authority shall be
taken by the interim or permanent successor to such office. Of the
remaining members initially appointed to the Authority one shall
be designated by the Governor for a term expiring on [July 1,
1969] July 1, 1972, and one for a term expiring on [July 1, 1970]
July 1, 1974, [one for a term expiring on July 1, 1971, one for a
term expiring on July 1, 1972, and one for a term expiring on July
1, 1973] and of the members initially appointed by the Mayor,
one shall be designated for a term expiring on July 1, 1978, and
