TO SET FORTH THE RELATIONSHIP AND RESPON-
SIBILITY OF THE POLITICAL SUBDIVISIONS CON-
CERNING THE PURCHASING, FISCAL AND BUDGET
PROCEDURES OF CERTAIN STATE AGENCIES; and
to provide for transfer of functions, duties and obligations
formerly conferred upon the Board of Public Works DEPART-
MENT OF PUBLIC IMPROVEMENTS to the Department of
General Services; and to provide for a revision of the duties
of the Office of Annapolis Public Buildings and Grounds which
was formerly known as the Superintendent of Public Buildings
and Grounds; and to provide for the establishment of the
Office of Baltimore Buildings and Grounds as part of the
Department of General Services; and to provide that the Hall of
Records Commission become a part of the Department of General
Services; and to provide that the War Memorial Commission
become a part of the Department of General Services; and to
provide that the Trustees of the Washington Cemetery Board of
Trustees become a part of the Department of General Services;
AND TO PROVIDE THAT THE COMMISSION ON ARTISTIC
PROPERTY BECOME PART OF THE DEPARTMENT OF
GENERAL SERVICES; and relating generally to the laws of
Maryland involving those boards, commissions, bureaus, offices and
agencies to be included in the Department of General Services.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 231 of Article 41 of the Annotated Code of Maryland
(1957 Edition, 1965 Replacement Volume and 1969 Supplement),
title "Governor—Executive and Administrative Departments," sub-
title "Department of Public Improvements," be and it is hereby
repealed in its entirety and that new Sections 231, 231A, 231B,
231C, 231D, 231E, 231F, 231G, 231H, 231-1, 231J, 231K and 231L
BE AND THEY ARE HEREBY ENACTED IN LIEU THEREOF,
TO STAND IN THE PLACE OF THE SECTION REPEALED,
AND TO BE UNDER THE NEW subtitle "The Department of
General Services," all to read as follows:
THE DEPARTMENT OF GENERAL SERVICES
231.
(a). The Department of General Services is hereby created as
a principal department of the State Government. The head of the
Department of General Services shall be the Secretary of General
Services, who shall be appointed by the Governor with the advice
and consent of the Senate.
(b). The Secretary of General Services shall receive such salary
as provided in the State Budget. The Secretary shall serve at the
pleasure of the Governor, and shall be directly responsible to the
Governor. He shall counsel and advise the Governor on all matters
assigned to the Department of General Services, and he shall be
responsible for carrying out the Governor's policies with respect to
such matters.
(c). The Secretary of General Services shall be responsible for
the operation of the Department of General Services, and shall
establish guidelines and procedures to promote the orderly and
