from certain decisions of the Secretary or administrations, boards,
agencies, or other units of the State government within the Depart-
ment; to provide that the Secretary be responsible for the budget
of his office, as well as that of the boards, offices, agencies, com-
missions, and other units of State government within the juris-
diction of his department; to provide that the Secretary be respon-
sible for promulgating rules and regulations for his office, and to
permit the Secretary to create advisory boards and to provide that
if no advisory boards are created, the Board of Review shall advise
the Secretary as to matters affecting the Department; to provide
that the Secretary have a seal for purposes of his office; TO RE-
QUIRE THE SECRETARY TO CREATE A DIVISION OF
TOURISM, AS PART OF THE DEPARTMENT OF ECONOMIC
AND COMMUNITY DEVELOPMENT; to provide for the estab-
lishment of the Community Development Administration as part of
the Department of Economic and Community Development for the
purpose of coordinating the various activities and programs which
will contribute to sound community development and encourage
and facilitate the development of new and existing communities
by reducing the cost of development through grants and loans and
making available land for such development and assisting the
efforts of private enterprise, municipalities, counties, and local
public agencies and local development corporations; to provide for
the establishment of the Seafood Marketing Authority and Divi-
sion of Market Development to continue the duties of the Market
Development section of the Department of Chesapeake Bay Affairs
as set out in the Laws of Maryland relating to the Department of
Chesapeake Bay Affairs; TO CLARIFY THE PRIMARY PUR-
POSE OF THE MARYLAND BICENTENNIAL COMMISSION;
to provide for the appointment of members to the various boards,
agencies, commissions, and units of State government included in
the Department of Economic and Community Development relating
generally to the Laws of Maryland involving those boards, commis-
sion, bureaus, offices, agencies and units of State government to be
included in the Department of Economic and Community Develop-
ment; TO PROVIDE FOR THE REPEAL OF CHAPTER 533
OF THE LAWS OF MARYLAND 1969, KNOWN AS THE
"MARYLAND HOUSING AND COMMUNITY DEVELOPMENT
AUTHORITY ACT and providing generally for the establishment
of said Department of Economic and Community Development.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 257 of Article 41 of the Annotated Code of Maryland
(1957 Edition, 1965 Replacement Volume), title "Governor—
Executive and Administrative Departments," subtitle "Department
of Economic Development" be and it is hereby repealed and that new
Sections 257A to 257H are hereby enacted to be under the same title,
but under the new subtitle "Department of Economic and Commu-
nity Development," all to read as follows:

THE DEPARTMENT OF ECONOMIC AND
COMMUNITY DEVELOPMENT

257A.

(a) The Department of Economic and Community Development
is hereby created as a principal department of the State Government.
