thereof; AND TO REPEAL CHAPTER 553 OF THE LAWS OF
MARYLAND 1969; and to repeal and reenact, with amendments,
Section 13A(a) SECTION 13A(K) of Article 66C of the Annotated
Code of Maryland (1957 Edition, 1967 Replacement Volume), title
"Natural Resources," subtitle "Department of Chesapeake Bay
Affairs," and to add new Section 257-I to Article 41 of the Anno-
tated Code of Maryland (1957 Edition, 1965 Replacement Volume),
title "Governor—Executive and Administrative Departments,"
subtitle "Department of Economic and Community Development,"
to follow immediately after Section 257H thereof; AND TO RE-
PEAL AND RE-ENACT, WITH AMENDMENTS, SECTIONS
1, 2 AND 8 OF CHAPTER 458 OF THE LAWS OF MARYLAND
OF 1968; AND TO REPEAL AND RE ENACT, SECTIONS 412
(A), 412(b) AND 416(B) OF THE ANNOTATED CODE OF
MARYLAND (1969 SUPPLEMENT), TITLE "GOVERNOR—
EXECUTIVE AND ADMINISTRATIVE DEPARTMENTS,"
SUBTITLE "GREATER BALTIMORE CONSOLIDATED
WHOLESALE FOOD MARKET AUTHORITY, to create in the
Executive Branch of Maryland government a Department of Eco-
nomic and Community Development to be headed by the Secretary
of Economic and Community Development, and to provide for the
duties and responsibilities of said Secretary as well as the staffing
of said Department; to provide that said Secretary shall be respon-
sible for operation of the Department of Economic and Community
Development and requiring the Secretary to establish guidelines
and procedures to promote the orderly and efficient administration
thereof; and to provide that said Secretary be responsible for
carrying out the Governor's policies with respect to all matters
assigned to said Department; to provide for the appointment of a
Deputy Secretary and such office assistants, professional consul-
tants, and employees as may be provided by law for the State
budget; to provide that the Attorney General be the legal advisor
to the Department of Economic and Community Development;
and to provide that the following boards, commissions, bureau,
offices, agencies and units of State government be included within
the Department of Economic and Community Development:
Appalachian Regional Commission, Development Credit Corpora-
tion, Division of Economic Development, Inspector of Tobacco,
Maryland Advisory Commission on Atomic Energy, Maryland
Arts Council, Maryland Historical Trust, Maryland Industrial
Development and Financing Authority, Maryland State Apple
Commission, Maryland State Fair Board, Maryland Tobacco
Authority, Ocean City Convention Hall Commission, Southern
Interstate Nuclear Board, St. Mary's City Commission, Commu-
nity Development Administration, and the Seafood Marketing
Authority and Division of Market Development; AND THE
MARYLAND BICENTENNIAL COMMISSION FOR THE COM-
MEMORATION OF THE AMERICAN REVOLUTION; AND
THE DIVISION OF TOURISM AND THE GREATER BALTI-
MORE CONSOLIDATED WHOLESALE FOOD MARKET AU-
THORITY; and such other agencies, commissions, boards, com-
mittees, or other units of State government as may be declared
to be a part of the Department of Economic and Community Devel-
opment; to provide for the establishment of a Board of Review for
said department, the duties of said Board of Review being to make
recommendations to the Secretary regarding the operation and
administration of the department, to hear and determine appeals
