nually by the Commissioner of Insurance. He shall designate one
representative of each of the following classes of companies:
(a) Stock company rating organization members;
(b) Mutual company rating organization members;
(c) Independent stock companies; and
(d) Independent mutual and other companies.
A person designated as a representative shall be an employee or
officer of an insurer of the class which he represents. The four
representatives of the public not connected with the insurance in-
dustry shall be appointed annually by the Secretary of Transporta-
tion, with the approval of the Governor, at the same time that the
designation of insurer's representatives is made by the Commis-
sioner of Insurance. None of the members of the Board shall receive
any compensation or remuneration from the fund, except that mem-
bers who are not employees of the State may, upon application, re-
ceive $25.00 per day as expenses for each meeting attended, how-
ever, total payment per member is not to exceed $300.00 in any one
calendar year. Such Board shall maintain an office in the State,
administer the fund subject to the provisions of this subtitle, de-
termine its cash requirements, and the amounts, if any, available
for investment, and shall, subject to the approval of the Secretary
of Transportation, have the power to employ such administrative,
clerical and other help as may be necessary to the proper discharge
of the duties of the Board. The [Commissioner] Administrator in
the administration of the Motor Vehicle Safety Responsibility Law
and the Board in the administration of this subtitle shall co-
operate in order to avoid duplication and to achieve efficiency and
economy.
The Board, collectively and not the individuals thereof, is here-
by designated as the proper party defendant in any claim or action
against the fund as provided for in this subtitle. Service of process
shall be upon the manager or assistant manager for the Board.

The Board, with the approval of the Secretary of Transportation,
is authorized to appoint a full-time manager and assistant manager
whose salary shall be fixed by the Board, with the approval of the
Secretary of Transportation. They shall be persons of high character
and integrity. Each of them shall be appointed upon the basis of their
executive skill and ability and once appointed shall hold office during
good behavior regardless of changes in members constituting the
Board. Each of them shall be removed only for incompetence or im-
morality upon charges furnished to them in writing by the Board
setting forth the grounds for dismissal and after opportunity for
hearing.

The Board may, from time to time, and subject to the provisions
of Article 41, Section 208 (b) of this Code, adopt, amend and enforce
all reasonable rules and regulations necessary or desirable in its
opinion in connection with its functions, duties and responsibilities
in administering this subtitle.
