MARYLAND, 1957 EDITION.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1970.

AN ACT to repeal and re-enact, with amendments, Section 8-6 of
the Code of Public Local Laws of Frederick County (1959 Edi-
tion, being Article 11 of the Code of Public Local Laws of Mary-
land), title "Frederick County," subtitle "Finance and Taxation,"
to provide for the transfer of revenue from the estimate of the
board of estimates to other interests, subject to the Frederick
County Board of County Commissioners; to permit the unexpended
balance of the emergency fund to be added to the estimate as
surplus; and to make certain corrections in the language there-
of.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 8-6 of the Code of Public Local Laws of Frederick
County (1959 Edition, being Article 11 of the Code of Public
Local Laws of Maryland), title "Frederick County," subtitle "Fin-
ance and Taxation," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
8-6.
The revenue derived by the county from all sources shall be de-
voted absolutely to paying and defraying the estimates of the board
of estimates in detail by line item as approved in the annual budget.
[In no event shall any money be diverted from the estimate to which
it is dedicated for any purpose;] however, to serve the best interests
of the county throughout the fiscal year, the Board of County Com-
missioners may make such line item transfers as it deems necessary
provided such transfers are approved in writing; nor shall any ex-
cess of income over the total of estimates, plus the unexpended
balance of the emergency fund, be added to any estimate or be
used for any purpose, except as a part of the surplus to be carried
over to the ensuing fiscal year as provided by Section 8-19.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.
