(House Bill 1023)
AN ACT to repeal and re-enact, with amendments, Section 216A of
the Code of Public Local Laws of Harford County (1965 Edition,
being Article 13 of the Code of Public Local Laws of Maryland),
title "Harford County," subtitle "County Commissioners," as last
amended by Chapter 145 of the Acts of 1969; to authorize the
County Commissioners of Harford County to borrow funds for the
support of certain organizations treating retarded children.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 216A of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County," subtitle "County Com-
missioners," as last amended by Chapter 145 of the Acts of 1969, be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:
216A.
The County Commissioners of Harford County are authorized to
make such contributions or gifts of money, other personal property,
or real property as the Commissioners may approve for the use of the
Northern Maryland Society for the Aid of Retarded Children, Inc.
or any similar charitable corporation organized for the care and
treatment of retarded children. The contributions or gifts shall be
made subject to any terms and conditions which the County Commis-
sioners may deem appropriate. In further support of programs for
the benefit of retarded children, the County Commissioners may
borrow funds for the use of the organizations provided for in this
section, and issue notes, bonds, or other evidences of indebtedness.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to provide for taking at the General Election to be held in
the year 1970 the sense of the voters of this State in regard to
calling a convention for altering the Constitution or for framing a
new one according to the provisions of Article 14, Section 2, of
the Constitution of this State.
Section 1. Be it enacted by the General Assembly of Maryland,
That at the general election to be held on the first Tuesday after the
first Monday in November in the year 1970 there shall be submitted
to the legal and qualified voters of this State, for their decision, the
question whether there shall be called a convention for the purpose
