duties as commissioners or in any ex officio capacity; and, after
December 4, 1962, the presiding officer shall receive an annual salary
of twelve thousand five hundred ($12,500) dollars, and the vice
chairman shall receive an annual salary of seven thousand ($7,000.00)
dollars and each of the other three commissioners shall receive an
annual salary of six thousand five hundred ($6,500.00) dollars as
full compensation for their official duties as commissioner or in an
ex officio capacity, but shall not be entitled to receive any further or
other allowance or expense money.] The Chairman of the County
Commissioners shall receive an annual salary of twenty-five thousand
($25,000.00) dollars, the vice-chairman shall receive an annual
salary of fifteen thousand five hundred ($15,500.00) dollars, and
each of the other three commissioners shall receive an annual
salary of fifteen thousand ($15,000.00) dollars, as full compensation
for their official duties as commissioner or in an ex officio capacity.
The presiding officer shall be designated as the president, but may
continue to adopt the title of chairman for any purpose for which
the use of such title is appropriate. County Commissioners shall
take office on the first Tuesday of December following their elec-
tion. [Until December 4, 1962, but not thereafter, in addition to
the annual salary authorized by this section, the presiding officer
shall receive one thousand dollars ($1,000.00) and each of the other
four commissioners shall receive five hundred dollars ($500.00); and,
until December 4, 1962, they shall be entitled to such allowances
or compensation for expenses incident to their respective duties as
the Board of County Commissioners of said county shall provide by
resolution, or resolutions, for services to be performed by them,
or any one of them, respectively, for attending additional or spe-
cial meetings, conferences or official functions and performing addi-
tional or special duties or departmental or administrative super-
vision assignments or liaison supervision for the county with bi-
county agencies or other governmental agencies or organizations
and any other special functions, in connection with their official
duties or ex officio duties, as may be provided in such resolution or
resolutions; provided that such resolution, or resolutions shall not
provide, and such commissioner shall not receive, in the aggregate
annually, for such expense allowance or compensation, an amount
greater than twenty-five hundred ($2500.00) dollars for such pre-
siding officer or an amount greater than two thousand ($2,000.00)
dollars for any one of the other commissioners; and the provisions
herein for expense allowances or additional compensation shall be
of no effect from and after December 4, 1962.] The County Com-
missioners may by resolution appoint an administrative assistant to
assist the presiding officer in the supervision of the county adminis-
tration at such compensation as the commissioners may determine,
to perform such duties as may be assigned by the presiding officer
or the board by special resolution.

(b) (1) The Board shall regularly meet at least two days a week
as County Commissioners. In addition thereto the Board shall hold
at least four meetings per month as the District Council of the
Maryland-National Capital Park and Planning Commission [, the
Board to be paid $50.00 per meeting for each meeting over two per
month that it holds as the District Council]. It shall have all the
power and authority now or hereafter granted to it by law, and in
addition, may by resolution, ordinance, or other appropriate action:
