or a member of the faculty of one of the Community Colleges. The
ex officio member shall serve for a one-year term. The Board of
Trustees of the Community Colleges shall organize and select its own
Chairman annually. Each appointment shall be by the Governor
with the advice and consent of the Senate
THE BOARD OF EDUCATION OF BALTIMORE COUNTY
SHALL DIVEST AS OF JULY 1, 1970 ON OR BEFORE JULY 1,
1971, ITS RESPONSIBILITY FOR THE MANAGEMENT AND
CONTROL OF THE COMMUNITY COLLEGE OR COLLEGES IN
BALTIMORE COUNTY PURSUANT TO SECTION 9(A) OF AR-
TICLE 77A OF THE CODE, AND PURSUANT TO SECTION 9(B)
OF SAID ARTICLE THE BOARD OF TRUSTEES SHALL BE
APPOINTED, EXCEPT THAT ONE MEMBER OF THE BOARD
SHALL BE APPOINTED FROM EACH COUNCILMANIC DIS-
TRICT OF BALTIMORE COUNTY.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to repeal and re-enact, with amendments, Section 18B of
Article 64A of the Annotated Code of Maryland (1968 Replace-
ment Volume), title "Merit System," modifying the time of re-
quired State employment prior to military service for eligibility
for certain rights; providing that State employees who are re-
employed after military service be provided similar positions in
cases of physical disability, that military time be credited for
seniority, status and classification; that there be no discharge of a
reinstated employee without substantial cause within one year of
re-employment, and matters generally relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 18B of Article 64A of the Annotated Code of Maryland
(1968 Replacement Volume), title "Merit System," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
18B.
Any State employee in either the classified or unclassified service
other than a temporary or emergency employee as defined in Section
24 of this Article, who by reason of his entry into the armed forces
of the United States has left or leaves his position with the State
of Maryland [after February 1, 1963,] shall be reinstated to the
classification within his department which he held prior to his entry
into the armed forces, or to a position of equal responsibility, quali-
fications, and pay, provided:
(1) He makes application within ninety days from the date of his
separation from the armed forces in case he has involuntarily en-
tered, or within ninety days after the termination of his first period
