In Allegany, Baltimore, Cecil, Charles, Frederick, Howard, Prince
George's, Talbot and Washington counties any person operating a
motor vehicle on private property which is used by the public in
general in violation of the provisions of this subtitle shall be deemed
in violation of the law to the same extent as if the motor vehicle were
being operated on a public highway and the violation carries the
same penalty.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to add new Section 9A to Article 77A of the Annotated
Code of Maryland (1969 Replacement Volume), title "Higher Edu-
cation," subtitle "Community Colleges," to follow immediately
after Section 9 thereof, providing for the creation of a Board of
Trustees for all community colleges located in Baltimore County
that are not regional in nature, AND PROVIDING THAT ONE
MEMBER OF THE BOARD OF TRUSTEES SHALL COME
FROM EACH COUNCILMANIC DISTRICT OF BALTIMORE
COUNTY.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 9A be and it is hereby added to Article 77A of the
Annotated Code of Maryland (1969 Replacement Volume), title
"Higher Education," subtitle "Community Colleges," to follow imme-
diately after Section 9 thereof, and to read as follows:
9A.
There shall be a Board of Trustees for all non regional community
colleges in Baltimore County that is separate and distinct from the
Baltimore County Board of Education. The Board of Trustees shall
consist of seven (7) members and an additional ex officio member.
The members shall serve without compensation but they shall be
reimbursed for all reasonable expenses expended in the course of
their duties. Of the seven (7) members appointed initially, five (5)
shall be appointed for initial terms of from one to five years respec-
tively, and the sixth and seventh members shall be appointed for
initial terms of six years each. As any such appointment expires and,
thereafter, the appointing authority shall appoint a successor for a
full term of six years. The term of office of the member of any board
shall commence on July 1 of the year of appointment. The ex officio
member shall be elected by the student bodies of the Community
Colleges and he shall be either a member of one of the student bodies
