(b) If an officer or employee is an officer, director, agent, or
member of, or owns a controlling interest in any corporation, firm,
partnership, or other business entity which is subject to the regula-
tion of, or which has substantial business commitments from any
county agency, he shall file a sworn statement with the clerk of the
court disclosing such interest.
(c) No officer or employee shall use, or attempt to use, his offi-
cial position to secure special privileges or exemptions for himself or
others, except as may be otherwise provided by law.
(d) No officer or employee shall accept employment or engage in
any business or professional activity which he might reasonably ex-
pect would require or induce him to disclose confidential information
acquired by him by reason of his official position.
(e) No officer or employee shall disclose confidential informa-
tion gained by reason of his official position, nor shall he otherwise
use such information for his personal gain or benefit.
(f) No officer or employee shall accept other employment which
might impair his independence of judgment in the performance of
his public duties.
(g) No officer or employee shall receive any compensation for
his services as an officer or employee of the county from any source
other than the county, except as may be otherwise provided by law.
(h) No officer or employee shall hold more than one elected or
appointed position at any one time.
(a) No officer or employee of the county shall transact any busi-
ness in his official capacity with any business entity of which he is
an officer, director, agent, or member, or in which he owns a con-
trolling interest.
(b) No officer or employee shall have personal investments in
private interests and the public interest.
(c) No officer or employee nor any firm, association, corporation
or other business entity in which he is a member, director, agent, or
officer, or in which he owns a controlling interest, shall sell goods or
services to any person, firm, association or corporation which is
licensed by or regulated in any manner by the county agency in
which such officer or employee serves.
Violation of any provisions of this subtitle shall constitute grounds
for dismissal from employment, or removal from office.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEM-
BLY OF MARYLAND, THAT SECTIONS 457A TO 457C, INCLU-
SIVE, BE AND THEY ARE HEREBY ADDED TO THE CODE
OF PUBLIC LOCAL LAWS OF HARFORD COUNTY (1965
