AN ACT to add new Sections 457A to 457D, inclusive to the Code
of Public Local Laws of Harford County (1965 Edition, being

Article 13 of the Code of Public Local Laws of Maryland), title

"Harford County," new subtitle "Officers and Employees," to fol-
low immediately after Section 457 thereof, to prohibit state, county
and political party officers and employees of Harford County from
engaging in certain activities and provide that violations of this
subtitle shall be grounds for dismissal or removal. 457A TO 457C,
INCLUSIVE, TO THE CODE OF PUBLIC LOCAL LAWS OF
HARFORD COUNTY (1965 EDITION, BEING ARTICLE 13
OF THE CODE OF PUBLIC LOCAL LAWS OF MARY-
LAND), TITLE "HARFORD COUNTY," NEW SUBTITLE
"OFFICERS AND EMPLOYEES," TO FOLLOW IMMEDI-
ATELY AFTER SECTION 457 THEREOF, TO PROHIBIT
STATE, COUNTY AND POLITICAL PARTY COUNTY OFFI-
CERS AND EMPLOYEES OF HARFORD COUNTY FROM
ENGAGING IN CERTAIN ACTIVITIES AND PROVIDE THAT

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 457A to 457D, inclusive be and they are hereby added

to the Code of Public Local Laws of Harford County (1965 Edition,

being Article 13 of the Code of Public Local Laws of Maryland),

"title "Harford County," new subtitle "Officers and Employees," to
follow immediately after Section 457 thereof, and to read as follows:

     (a) "County agency" means and includes all the various county

agencies, officers, departments, boards, commissions and institutions.

(b) "Office" means any state, county or political party elected or

appointed position, but does not include membership on any tem-

porary or ad hoc committee or commission or any ex officio position.

  (c) "Officers" means any state, county, or political party officer.

(d) "Controlling interest" means ownership, directly or indi-

rectly, of ten per cent (10%) or more of the outstanding capital

stock in any corporation or a direct or indirect interest of ten per
cent (10%) or more in a firm, partnership, or other business entity.

(a) No officer or employee of Harford County shall accept any

gift, favor, or service that might reasonably tend improperly to in-

fluence him in the discharge of his official duties.
