(f) The State [Department] Administration may [, with the
approval of the State Board,] designate existing agencies or organ-
izations within the State as its agents as may in its discretion
be desirable or necessary for the purpose of this article.
(g) Prior to the convening of each regular session of the General
Assembly, the State [Department] Administration shall furnish to
the Secretary of Employment and Social Services and to the Gover-
nor a report of its activities.
4A.
(a) The State [Department] Administration shall have an ad-
visory council on child welfare composed of one member of the
State Board of Social Services appointed by its chairman, one person
representing the State Department of Health appointed by the Com-
missioner, one person representing the State Department of Mental
Hygiene appointed by the Commissioner, one person representing
the [State Department of] Employment Security Administration
appointed by the State Director, one person representing the State
Department of Education appointed by the State Superintendent
of Schools, one person representing the State Department of Juve-
nile Services appointed by the Director, one person representing
the State Office of Economic Opportunity appointed by the Executive
Director, one person representing the courts appointed by the Chief
Judge of the Court of Appeals, and six additional persons represent-
ing voluntary child welfare organizations and the public appointed
[by the] with the approval of the Governor by the Secretary of
Employment and Social Services, who shall designate one of said
six persons to serve as chairman, and seven additional persons who
are or represent recipients of aid to families with dependent children
and child welfare services selected by the Secretary of Employment
and Social Services, with the approval of the Governor, from lists
submitted by the State [Department] Administration, which lists
shall contain twice the number of persons to be selected and shall be
formulated in accordance with rules and regulations approved by
the [State Board] Secretary of Employment and Social Services
consonant with federal laws and regulations governing the estab-
lishment of advisory groups in relation to and to families with
dependent children and child welfare services. Each member of the
council shall serve thereon at the pleasure of the official by whom
he was appointed, and shall receive no compensation for his service,
but shall be paid the reasonable expenses necessary for the discharge
of his official duties. The State Director of Social Services shall serve
as executive secretary to the advisory council. THE EXECUTIVE
SECRETARY TO THE ADVISORY COUNCIL SHALL BE AP-
POINTED BY THE SECRETARY OF EMPLOYMENT AND
SOCIAL SERVICES UPON THE RECOMMENDATION OF THE
STATE DIRECTOR OF SOCIAL SERVICES.
(c) The advisory council shall report the results of its investiga-
tions and make its recommendations to the State Board, [and] the
Director of the State [Department] Administration, and the Secre-
tary of Employment and Social Services. The council shall publish
its assessment of the programs and effectiveness of the State's
efforts to strengthen aid to families with dependent children and
