limited to, all sources of income, property holdings, business in-
terests and financial interests, as well as the similar interest of the
applicant's spouse, father, mother, brother, sister or child. The
county council may require the production of any document it wishes
the applicant to produce. The interview shall be conducted in a
question and answer fashion, and a written transcript shall be made
of all such questions and answers.
(2) When the testimony is fully transcribed the transcript shall
be submitted to the applicant for examination and shall be read
to or by him, unless such examination and reading are waived by him.
Any changes which the applicant desires to make shall be entered
upon the transcript by the officer transcribing same with a statement
of the reason given by the applicant for making them. The transcript
shall then be signed by the applicant; and the officer transcribing
same shall certify on the transcript that the applicant was duly
sworn by him and that the transcript is a true record of the testimony
given by the applicant.
(3) There shall be a public disclosure by the county council of
the complete transcribed testimony of the actual appointee or
appointees three weeks from the date of his or her appointment; and
the complete transcript of all other applicants shall be destroyed
by the county council immediately without disclosure of any infor-
mation contained therein to anyone.]

[(f)] (e) Penalties. Any commissioner convicted of violating
subsection [(d)] (c) or [(e)] (d) of this section shall be guilty of
a misdemeanor, and shall be punishable by a fine of not more than
one thousand dollars or six months in jail, or both such fine and
imprisonment, or by suspension from the commission or employment
for not more than six months, or by outright forfeiture and removal
from office, or by any combination of these, as in the discretion of
the court shall be fit and proper.

(b) They shall be issued under the hand and seal of such com-
mission and shall be guaranteed as to payment of principal and
interest by the County Council or the County Commissioners of both
Montgomery and Prince George's Counties, which guaranty shall be
endorsed on each of such bonds in the following language: "The
payment of interest when due and the principal at maturity is
guaranteed by Montgomery and Prince George's Counties, Maryland."
The bonds of the sanitary district shall be signed by the chairman
and the secretary and the treasurer of the Commission or, if the
Commission shall so provide, by any two of its members and the
official seal of the Commission shall be impressed upon the bonds;
provided, however, that the Commission may authorize any of such
officials to sign the bonds with his facsimile signature; except, that
each of such bonds shall be manually signed by at least one of such
officials; and provided, further, that the Commission may authorize
a facsimile of the official seal of the Commission to be imprinted
on the bonds, in which case it shall not be necessary that such official
seal be impressed physically upon the bonds. Such guaranty or en-
