they are hereby added to Article 88A of the Annotated Code of
Maryland (1957 Edition, 1969 Replacement Volume), title "State
Department of Social Services," subtitle "In General," to follow
immediately after Section 1 (c) thereof, all to read as follows: WITH
AMENDMENTS, AND THAT THE TITLE OF SAID ARTICLE
88A BE AND IT IS HEREBY CHANGED TO BE "SOCIAL
SERVICES ADMINISTRATION," AND ALL TO READ AS
FOLLOWS:
1.
(a) There is hereby created and established a [new] State [de-
partment] Administration, to be known as the ["State Department
of] "Social Services Administration," hereinafter referred to as the
"State Administration" or as the "State Department." There shall
be a "[State] Board of Social Services," hereinafter referred to
as the "State Board," composed of nine members appointed by the
Secretary of Employment and Social Services, with the approval of
the Governor, one of whom shall be designated by the [Governor]
Secretary as chairman. All members of the State Board shall hold
office for terms of six years, the terms of three members expiring
on June 30 of every second year. The members of the State Board
who are in office on [July 1, 1967] August 31, 1970 shall continue
in office until the expiration of their respective terms. In case of a
vacancy for any reason, the Secretary of Employment and Social
Services, with the approval of the Governor, shall appoint a member
for the remainder of any unexpired term. The members of the State
Board shall receive no salary for their services, but their reasonable
expenses incurred in attending meetings or performing other official
duties shall be paid.
(b) The State Board shall [determine basic social service and
public assistance policies and rules and regulations relative thereto
consistent with and in implementation of federal and State law
governing the administration of social services and public assistance
financed in whole or in part by the State Department; and it shall
otherwise] advise and counsel AND MAKE RECOMMENDATIONS
TO the Secretary of Employment and Social Services and the State
Director of Social Services who shall be appointed as hereinafter
provided on matters of social services policy. [in the performance
of his duties,] The State Board's responsibility for giving advice
AND MAKING RECOMMENDATIONS on matters of policy shall
be construed to extend to advice AND RECOMMENDATIONS on
such matters as program scope, eligibility standards, levels of assist-
ance, intergovernmental relations and other facets affecting the
basic public interest. The State Board [however,] shall exercise no
[administrative] authority [dealing] with respect to the activities
[and] or personnel of the State [Department] Administration.
[except as provided in subsection (c) hereof.] The Secretary of the
State Board shall be appointed by the Secretary of Employment and
Social Services.
(c) The State [Board] Director of Social Services may prescribe
the number, salaries and minimum qualifications of all of the per-
sonnel engaged in the administration of the activities of the State
[Department] Administration and of the local departments of social
services (hereinafter referred to as "local departments"), created
or continued under the provisions of Section 13 of this Article, as are
