Sec. 5. And be it further enacted, That the actual cash proceeds
of the sale of the Certificates of Indebtedness to be issued under
this Act shall be paid to the Treasurer of the State upon the warrant
of the Comptroller and such proceeds shall be used exclusively for
the following purposes, to wit:
1. The Comptroller shall immediately upon the sale of and pay-
ment for said certificates, first, return to and credit the Treasury
for a sum equivalent to the amount expended, as provided in Sec-
tion 4 of this Act.
2. The remainder of the proceeds of such loan shall be credited
on the books of the State Comptroller, to be expended as needed by
the State, upon approval by the Board of Public Works, for the pur-
pose of aiding in the renovation and equipping of a structure on
the campus of the University of Baltimore, in Baltimore City, for
use as an academic building and for doing all things necessary and
proper in connection with said work, and providing generally for
the issue and sale of Certificates of Indebtedness evidencing such
loan. PAID TO THE BOARD OF TRUSTEES OF THE UNIVER-
SITY OF BALTIMORE FOR THE PURPOSE OF RENOVATING
AND EQUIPPING A STRUCTURE ON THE CAMPUS OF THE
UNIVERSITY OF BALTIMORE IN BALTIMORE CITY, PRES-
ENTLY KNOWN AS THE "KELLY-BUICK BUILDING," FOR
USE AS AN ACADEMIC BUILDING; PROVIDED, HOWEVER,
THAT THE PROCEEDS OF SUCH LOAN SHALL BE PAID TO
THE SAID BOARD OF TRUSTEES OF THE UNIVERSITY OF
BALTIMORE ONLY AFTER COMPLIANCE WITH THE RE-
QUIREMENTS SET FORTH IN SECTION 6 OF THIS ACT.
Sec. 6. And be it further enacted, That after first deducting any
Federal funds that are or may become available of the purpose of
aiding in the renovation and equipping of a structure on the campus
of the University of Baltimore, in Baltimore City, for use as an
academic building and for doing all things necessary and proper
in connection with said work, the payment of any funds under the
provisions of this Act for these purposes is contingent upon the pro-
vision that the University of Baltimore shall obtain at least an equal
and matching sum from other sources. The University of Baltimore
shall have until January 1, 1972, to present evidence satisfactory to
the Board of Public Works that it has obtained this equal and
matching sum of for the purpose of aiding in the renovation and
equipping of a structure on the campus of the University of Balti-
more, in Baltimore City, for use as an academic building and for
doing all things necessary and proper in connection with said work.
Upon receiving from the Board of Public Works a certification of
such suitable evidence on or before January 1, 1972, the Treasurer
of the State is hereby authorized, empowered and directed to spend
the proceeds of said loan agreeably to the other provisions of this
Act. If such satisfactory evidence of the obtaining of at least an
equal and matching sum is not presented to the Board of Public
Works on or before January 1, 1972, no funds under the provisions
of this Act shall thereafter be paid over or expended for the purpose
of aiding in the renovation and equipping of a structure on the
campus of the University of Baltimore, in Baltimore City, for use
as an academic building and for doing all things necessary and
proper in connection with said work. THAT, THE PAYMENT OF
ANY FUNDS UNDER THE PROVISIONS OF THIS ACT FOR
