available for the project; and providing generally for the issue
and sale of Certificates of Indebtedness evidencing such loan.
Whereas, The University of Baltimore since 1925 has provided
higher education at low cost to thousands of youths of Baltimore
City and the counties of Maryland; and
Whereas, More than 90 per cent of the students currently en-
rolled in the University of Baltimore are from the State of Mary-
land (in June, 1968, fifteen counties of the State were represented
among the graduates); and
Whereas, There are more than 9,700 graduates from the Univer-
sity's schools of law, liberal arts, and business, industry, and man-
agement, most of whom live within the State of Maryland, and many
of these graduates are leaders in their respective professions and
occupations; and
Whereas, The cost of operating all institutions of higher learn-
ing has increased enormously, and the total cost of all operations
and physical facilities at the University of Baltimore has been borne
by student tuition alone; and
Whereas, The University has never solicited or received financial
assistance from any source, private or governmental, until very
recently; and
Whereas, The University within the past few months has pur-
chased the Kelly-Buick building at the corner of Charles Street and
Mt. Royal Avenue, and its renovation will enable the institution to
increase its enrollment from over 5,000 to 7,500 (exclusive of sum-
mer school and special courses); and
Whereas, The total cost of the purchase, renovation, and equip-
ping of the building will be approximately $3,600,000, and, although
the Federal Government has recently allocated $1,000,000 to the
project, the University of Baltimore, in order to complete the proj-
ect, needs at least $1,250,000 from sources other than its own and
what it hopes to raise from private sources; and
Whereas, The State of Maryland over the years has subsidized
practically every nonpublic institution of higher learning for build-
ings, and this is a period in the history of the University of Balti-
more when additional physical facilities are vitally needed; and
Whereas, It is the desire of the General Assembly of Maryland to
appropriate the sum of $1,250,000 for certain necessary buildings,
construction, rehabilitation, remodeling, demolition, planning, de-
ferred maintenance, and equipment purposes, including utilities and
site improvements, for the buildings, structures, and facilities of the
University of Baltimore, in Baltimore City, including the possible
acquisition of real estate or interest therein, being all for the pur-
poses, programs, and operations of the University of Baltimore, and
for doing any and all things necessary, proper, or expedient in con-
nection with or pertaining to any or all of the matters or things
hereinbefore mentioned; CONSTRUCTION, REHABILITATION,
REMODELING, DEMOLITION, PLANNING AND EQUIPMENT
PURPOSES INCLUDING UTILITIES AND SITE IMPROVE-
MENTS TO THE BUILDING NOW KNOWN AS THE KELLY-
BUICK BUILDING OF THE UNIVERSITY OF BALTIMORE IN
