Senate Bill No. 95—Calvert County Bonds.

AN ACT to add new Section 117(c) of the Code of Public Local Laws
of Calvert County (1963 Edition, being Article 5 of the Code of Public
Laws of Maryland), title "Calvert County," subtitle "County Commis-
sioners," to follow immediately after Section 117 (b) thereof, requiring in
Calvert County that a public hearing be held prior to any action by the
County Commissioners resulting in the sale of bonds.

The President put the question: Shall the bill pass notwithstanding
the objections of the Executive?

The President announced the veto was sustained by roll call as
follows:

Dear Mr. President:

In accordance with Article II, Section 17, of the Maryland Constitu-
tion, I have today vetoed Senate Bill 212 and am returning it to you.

This Bill changes the procedure under the Unsatisfied Claim and
Judgment Fund law for claims against uninsured motorists who cannot
be located.

The Attorney General has informed me that there are constitutional
problems with this Bill because it provides for a judgment directly against
the uninsured motorist without further providing for any type of notice
on the uninsured motorist. For the reasons given in the attached opinion
from the Attorney General, which is to be considered a part of this mes-
sage, I believe that the Bill should be vetoed.
