Now, therefore, under the provisions of the Maryland Constitu-
tion, and particularly Article III, Section 32 (relating to the con-
tingent fund) and Section 52(14) (relating to emergency appropria-
tions at an extraordinary legislative session).

Section 1. Be it enacted by the General Assembly of Maryland,
That there is appropriated, as an emergency appropriation, to the
Board of Public Works for use by said Board as part of the General
Emergency Fund, TO BE USED FOR ANY PROJECT OR PRO-
GRAM HERETOFORE OR HEREAFTER AUTHORIZED BY THE
GENERAL ASSEMBLY, the sum of $50,000,000.00 to be provided
from the General Fund Surplus of the State Treasury for the fiscal
year ending June 30, 1970. THE BOARD OF PUBLIC WORKS
SHALL NOT USE ANY PART OF THIS APPROPRIATION SO
AS TO EXCEED THE TOTAL SUM OF MONEY APPROPRIATED
BY THE GENERAL ASSEMBLY FOR ANY PARTICULAR
PROJECT OR PROGRAM. If any portion of this appropriation is
not expended as of June 30, 1970, it shall remain available for
expenditure after that date and shall not revert to the State Treasury.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of the members elected to
each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.
