The Secretary of State appeared and delivered a message from the
Executive:

MESSAGE FROM THE EXECUTIVE

December 17, 1969.
Mr. President, Ladies and Gentlemen of the Senate:

I want to express my thanks to each Member of this Special Session
of the General Assembly.

During these two days you have enacted legislation that gives Mary-
land the fiscal flexibility needed to avoid an immediate commitment to a
long-term plan of fixed expenses. By authorizing the State to utilize sur-
plus funds for capital improvements, the General Assembly has enabled
Maryland to respond effectively to the pressures of inflation and high
interest rates. And Maryland's citizens will realize a substantial savings
of tax dollars.

In addition, the General Assembly has acted responsibly by giving
the State added flexibility through removal of the bond interest ceiling.
This will enable Maryland to hopefully bide time against the fluctuations
of the money market.

The extra effort and long hours that the Members of the Legislature
devoted to this Special Session deserve a special word of recognition. The
energy and thoughtfulness its members have demonstrated at a time of
financial uncertainties merit the gratitude of all the citizens of Maryland.

MESSAGE TO THE SENATE
By Delegate Houck:
Ladies and Gentlemen of the Senate:

We propose the appointment of a Joint Committee, two on the part of
the Senate and two on the part of the House, to wait upon His Excellency,
the Governor of Maryland, and inform him that the General Assembly will
adjourn December 17, 1969, sine die, in accordance with the provisions of
the Constitution and to inquire if he has any further communications to
make to the General Assembly.
