Senate Bill No. 1—By the President:
An Act making an emergency appropriation from the General Fund
Surplus of the State Treasury for the fiscal year ending June 30, 1970, in
the amount of $50,000,000.00 to the Board of Public Works to be used by
said Board as part of the General Emergency Fund.
Senator James from the Rules Committee recommended Senate Bill
No. 1 be re-referred to the Finance Committee.
Said recommendation was approved and Senate Bill No. 1 was re-
ferred to the Finance Committee.
Senate Bill No. 3—By the President:
An Act to add new Section 12 to Article 49 of the Annotated Code of
Maryland (1957 Edition, 1968 Replacement Volume, 1969 Supplement),
title "Interest and Usury," said section to follow immediately after Section
11 thereof, exempting under certain circumstances, secured loans insured
or guaranteed by the Federal Housing Administration, Veterans Adminis-
