this section. [No loan made hereunder shall be made at a rate of
interest greater than four and five-eighths per centum (4%) per
annum.] All loans made hereunder shall be made at a rate of interest
which, at the time is applicable to general credit obligations of the
State then being issued, plus an additional rate of interest equal to one-
eighth of one per centum per annum.
