It seems sensible to ask the sponsors of this measure to refer this bill to the Council for study at the same time. I also pledge the cooperation of this office with County authorities to make certain that no Federal funds are lost in the interim.
For the above reasons I am compelled to veto this measure.

AN ACT relating to the Washington Suburban Sanitary Commis-sion to repeal and reenact, with amendments, DISTRICT, TO ADD A NEW SECTION 71-50A TO THE MONTGOMERY COUNTY CODE (1965 EDITION), TO FOLLOW Section 71-50 of the Montgomery County Code (1965 Edition), and TO ADD A NEW SECTION 83-100A TO THE PUBLIC LOCAL LAWS OF PRINCE GEORGE'S COUNTY (1963 EDITION) TO FOLLOW Section 83-100 of the Public Local Laws of Prince George's County (1963 Edition), being Articles 16 and 17, respectively, of the Code of Public Local Laws of Maryland, titles "Montgomery County" and "Prince George's County," subtitle "Washington Suburban Sanitary District," granting to Montgomery County the authority to regulate and
control the cutting of and repairs to any street, road, alley, sidewalk or
other public property within the County. RELATING TO THE USE AND OCCUPATION OF PUBLIC ROADS BY THE WASHINGTON SUBURBAN SANITARY COMMISSION AND THE COMMISSION'S AUTHORITY OVER THE CONSTRUCTION AND LOCATION OF OTHER UNDERGROUND OR OVERHEAD UTILITY LINES, PIPES, POLES OR APPURTENANCES, TO SPECIFY ADDITIONAL PROVISIONS WHERE HIGHWAYS, STREETS OR ROADS ARE BEING OR HAVE BEEN CONSTRUCTED OR IMPROVED WITH FUNDS OBTAINED PURSUANT TO THE FEDERAL HIGHWAY ACT, INCLUDING A REQUIREMENT THAT THE LOCAL HIGHWAY AUTHORITY APPROVE UTILITY LOCATION CONSTRUCTION PLANS, AND REQUIRING SUCH APPROVAL TO BE SHOWN ON THE PLANS BEFORE PLACING OR CONSTRUCTING SUCH FACILITIES AND LINES AND FURTHER DIRECTING THE COMMISSION AND THE LOCAL HIGHWAY AUTHORITIES TO WORK WITH THE APPROPRIATE FEDERAL AUTHORITIES IN SUCH SITUATIONS SO AS TO PROMOTE ECONOMICAL AND ENGINEERINGLY COMPATIBLE UTILIZATON OF SUCH HIGHWAYS AND ROADS, AND TO ALLOW FOR PROVIDING RIGHT OF WAY SPACE FOR SUCH FACILITIES IN THE EVENT THE USE OF THE HIGHWAY RIGHT OF WAY MAY BE DISAPPROVED.
