however, he stands at the peak of his popularity with the people of the State of Maryland. Today, only 185 citizens of this State have the opportunity to express the will and mandate of all the people of Maryland. Let us not retreat from this responsibility—let us not miss the single unique opportunity that has been afforded us.

"Maryland today needs as Governor a man of vision, a man of concern, and a man of courage.

"Vision to see the needs of our people in advance of crises.

"Concern for people progress; a sound education for all; full and proper health care for the Senior Citizens; and an opportunity for a meaningful participation in the advantages of an affluent society.

"Courage to speak forthrightly and honestly too on the complex issues that confront our Democratic form of Government.

"Fellow members of the General Assembly ask yourselves a single question. What is the single most important quality any candidate can possess? He must be a man of integrity and honesty able to gain the confidence of the people. Francis X. Gallagher is such a man and I am honored to place his name in nomination for the Governor of Maryland.

"I urge you to join with me in support of this distinguished Third District Citizen, this distinguished Citizen of Baltimore City, this distinguished Citizen of the State of Maryland. I ask your vote for Frank Gallagher if you dare to dream, if you dare to dream of a chance for excellence."

Delegate C. Lawrence Wiser of Montgomery County seconded the nomination of Francis X. Gallagher, as follows:

"Mr. Chairman, Members of the General Assembly:

"If we had a way really to know I am sure we would all want to reflect the views of the general public today. I believe that the best test of voter appraisal of the candidates is one that has been made in Montgomery County. There, the chairman invites chairman of each precinct, who are elected by the voters of their communities. They are all voters, housewives, professional and working men, but with more than average interest in what is going on in our State, county and nation. Each major candidate appeared at least twice to speak and answer questions before the precinct chairmen and vice-chairmen. After these exposures, 100 of 171 of them publicly endorsed Frank Gallagher, and more would have done so if they could have been reached during vacation. The next candidate in preference had no more than a fifth of that support, including any doubtful ones. I believe the reason Frank Gallagher has broad public support is that he is a man who can capture the imagination of the people of this State and gain their confidence and acceptance of solutions to the serious problems facing us; who can meet the challenges of our time; who can lead Maryland to the front ranks of the states of this country; who understands the problems of the City of Baltimore, and also the problems of the suburbs as well as the towns and rural areas of other parts of this State. He has demonstrated that people have confidence in him. When he ran for the House of Delegates and the Constitutional Convention, both times he received the highest number of votes of any candidate in Baltimore City. I believe the confidence of the people in our selection will be much greater if we step outside our own membership here in this legislature and if we consider the
