6 JOURNAL OF PROCEEDINGS [Jan. 6 Pursuant to the powers vested in me, as Governor, by Article II, Section 16, and Article III, Section 14, of the Constitution of Maryland, I, Spiro T. Agnew, Governor of the State of Maryland, do hereby proclaim and convene a Special and Extraordinary Session of the General Assembly of Maryland to commence at 12 o'clock noon on January 6, 1969, in the State Capitol in the City of Annapolis.
