strated that people have confidence in him. When he ran for the House of Delegates and the Constitutional Convention, both times he received the highest number of votes of any candidate in Baltimore City. I believe the confidence of the people in our selection will be much greater if we step outside our own membership here in the legislature and if we consider the millions of other citizens of this State and don't limit our selection to those of us. At a time confidence by the average citizen in our institutions of government all across the nation is at a low point, Frank Gallagher is a man in whom the people of this State will have confidence, and he can provide a new dynamic leadership for Maryland in the Governor's House in Maryland. For all of these reasons, I second the nomination of Frank Gallagher to be Governor of the State of Maryland."

Delegate Paul S. Sarbanes of Baltimore City seconded the nomination of Francis X. Gallagher, as follows:

"Mr. Chairman, Ladies and Gentlemen of the Joint Convention:

"As we have already heard a number of times this is an historic occasion. But of far greater significance, it is a unique opportunity for the members of this General Assembly. An opportunity to give to the people of this State a chief executive who will provide the bold and vigorous leadership we must have if we are to meet the difficult problems confronting us.

"Maryland's citizens face a host of such problems—urban centers in decay, people without jobs or proper medical care, public safety programs inadequate to the challenge, an educational system in need of improved quality and opportunity—to name but a few. The times demand not an ordinary Governor to move us slowly along, but an extraordinary Governor who will recognize the crisis we are in and will assert the courageous leadership we so desperately need. I believe deeply that Francis X. Gallagher stands forth clearly as such a candidate.

"I know Frank Gallagher to be an extremely able public servant who has throughout his public career shown a deep concern for the problems of the ordinary citizen. I know him to be a man of vision, of intelligence, of integrity, of courage, and of compassion. His candidacy offers Maryland an opportunity to move to leadership among the states of the union—an opportunity to prove that the states do indeed have a creative role to play in our Federal system.

"Above all, I believe that the candidacy of Frank Gallagher represents the winds of change which are moving through the politics of this nation and were reflected once again only last week in that most traditional of institutions, the Senate of the United States. Whether those winds will penetrate the walls of this chamber remains to be seen here today. But let me assure you that out there—out there with the electorate of this democracy, from whom and only from whom we draw our power, those winds are blowing. The people recognize that our problems are outstripping our efforts to meet them. They long ago recognized that this is no longer a time for politics-as-usual because this is no longer a world-as-usual.

"Let us then seize the opportunity which is at hand to elect Frank Gallagher as the Chief Executive of this State. Should this distinguished Assembly today choose to forfeit this opportunity, I am sustained by the conviction that it will in time be seized by the citizens of this State. For the times are critical, the need for excellence is paramount. It is with this
