for the natural resources of this country and of our State is well known, and his labors in Washington on the House Committee of Interior and Insular Affairs, and the Committee on Merchant Marine and Fishery, where he is ranking minority member of the Coast Guard Subcommittee, have benefited this State and our greatest asset, the Chesapeake Bay, immeasurably. As a lover of the land who knows what it is to work a farm as well as meet a payroll, to fish the Bay as well as conserve and be concerned about one of the greatest problems facing the destruction of our environment; as one who loves the people, who is a good friend and a good neighbor, and who serves not only our governmental interest but our civic interest in his spare time—Rog Morton is truly a man for all Maryland. As we make our choices known today, mark this man well; he is very hard to miss. For the small businessman in Western Maryland, the harried housewife in the burgeoning suburbs of Montgomery and Prince George's, the steelworker in Baltimore County, the farmer in Carroll and Harford, and the watermen on the Bay, have here a proven leader with whom they can identify; and whether the day be hot or ice clogs the streams, Roger Morton knows us, loves us, serves us. He is not only a man for Maryland, but he is a man for all seasons and a future Governor of this State. I take great pride in seconding the nomination of Rogers C. B. Morton of Talbot County."

Hon. Francis X. Gallagher nominated

Senator J. Joseph Curran, Jr., of Baltimore City, nominated Francis X. Gallagher for the office of the Governor of Maryland, as follows:

"Mr. Chairman and distinguished fellow members of the special Joint Session of the General Assembly:

"I welcome this opportunity to return today to this Chamber and be afforded the honor of participating in this extraordinary special Joint Session. We, in Maryland, were looked upon with pride in November of last year when our distinguished Governor was elected to the Office of Vice President of the United States. We in the Joint Session of the General Assembly are today being closely observed by the people of the State of Maryland as we carry out our Constitutional responsibility to select for all the people of the State of Maryland the next Governor of this State.

"The man whom I have the honor of placing in nomination today, has carried a message to all sections of our State in this unorthodox campaign. He has addressed himself to the crucial problems which we face in this State.

"He has said that our economic crisis will be solved only by a union of political courage and public confidence in our leadership.

"He has said that urban crisis demands a reordering of priorities and a special sensitivity, and that solutions will be found in not just public treasuries, not just in any social structures, but primarily in the hearts of men who have a true concern for the human conditions of other men. He has said that respect for the law and legal processes is an imperative, and will arise out of a just and equal application of the law to black and white, rich and poor, and young and old. This message has been heard and well received.
