Senator James Clark seconded the nomination of Senator William S. James, as follows:

"Mr. Chairman, Members of the Joint Convention:

"It is a high honor for me to have the opportunity to second the nomination of Senator William S. James of Harford County, the Acting Governor of the State of Maryland. I have known him since I came to the House of Delegates some years ago, and over the years I have gained the highest respect for his abilities, his integrity, his ability to go to the issues and to find answers to them; and as Senator Lee and Senator Hughes have said, he has come up with more solutions to the problems which have faced Maryland over the years than anyone else. There is no one who is even close to his ability and his record, but if there is one word which describes Bill James, it is the word 'integrity.' We all know that a man who must be Governor of Maryland must have many qualities, but there is no quality which is more important than integrity; and for these reasons, it is a pleasure for me to ask you to give him your support, your vote, so that he may continue as Governor of Maryland and make us a great Governor of whom all the people of this State, the Democrats as well as the Republicans, can well be proud. I thank you."

Hon. Marvin Mandel nominated

Delegate Frederick C. Wright, III, nominated Speaker Marvin Mandel of Baltimore City for the office of Governor of Maryland, as follows:

"Mr. Chairman, Distinguished Ladies and Gentlemen of this Historic Joint Convention:

"How does a young man from Western Maryland with only 2 years' experience in these halls and merely 30 years' knowledge of life speak with any authority on why we should choose Marvin Mandel Governor of Maryland ?

"Because the young seem to have an affinity for the truth. And the truth is that Maryland has in 1969 a unique man in the rare position of being judged by colleagues and peers for the highest honor and most demanding position of service to the people of Maryland.

"The situation needs no comment but the man does.

"Marvin Mandel is unique because he is a leader with proven ability to heal and to build—not to destroy and then rebuild—but to heal and then to build.

"The forsaken and forlorn of our ghettos, who are sick at heart, need healing—and the Governor must build our State to be an example of human dignity.

"Our fiscal affairs need healing—and the Governor must build his office to be one in which the people have confidence that he is a wise trustee of their taxes.

"As we look to the future task of healing and building, who would be a better Chief Executive than Marvin Mandel, who 16 years ago entered these halls from Baltimore City, later became Chairman of that City's Delegation, Chairman of the Ways and Means Committee, Acting Speaker and Speaker of the House of Delegates for the past 6 years.
