1969] OF THE HOUSE OF DELEGATES 41 the certificates of indebtedness to be used for the purpose of extending, improving and modernizing the lighting system used for the illumination of the highways, streets, alleys and other public ways in the City of Baltimore, including, but not limited to, the conversion of ornamental incandescent residential street lighting units and facilities to other units and facilities, and the acquisition, installation and erection of any and all materials, equipment, lighting units, structures and facilities needed to properly illuminate the aforementioned public ways, and for doing any and all things necessary, proper or expedient in connection with or pertaining to any or all of the matters or things herein mentioned; authorizing said municipality to submit an ordinance or ordinances for said purpose to the legal voters of Baltimore City, and providing generally for the issuance and sale of said certificates of indebtedness. Honorable Marvin Mandel Speaker of the House of Delegates State House Annapolis, Maryland Dear Mr. Speaker: In accordance with Section 17 of Article II of the Maryland Constitution, I have vetoed today House Bill 963 and am returning it to you. This bill would authorize the Mayor and City Council of Baltimore to create a debt in the amount of four million dollars.
