Dear Mr. Speaker:

In accordance with Section 17 of Article II of the Maryland Constitution, I have vetoed today House Bill 943 and am returning it to you.

This bill authorizes the Mayor and City Council of Baltimore to create a debt in the amount of one million five hundred thousand dollars. The measure is a duplicate of Senate Bill 453, which has been signed and is now Chapter 568 of the 1968 Laws of Maryland.

An Act to repeal Chapter 211 of the Laws of Maryland of 1961 which authorized the Mayor and City Council of Baltimore to borrow One Million Five Hundred Thousand Dollars ($1,500,000) and to use the same to extend, enlarge and improve the municipal conduit system; to repeal Chapter 175 of the Laws of Maryland of 1963 which authorized the Mayor and City Council of Baltimore to borrow Five Million Dollars ($5,000,000) and to use the same for an administration building for the Department of Education of Baltimore City; to repeal Chapter 93 of the Laws of Maryland of 1966 which authorized the Mayor and City Council of Baltimore to borrow Three Million Dollars ($3,000,000) and to use the same to create a revolving design fund; and to repeal Chapter 177 of the Laws of Maryland of 1966, which authorized the Mayor and City Council of Baltimore to borrow Four Million Dollars ($4,000,000) and to use the same for an incinerator or reduction plant.
