38 JOURNAL OF PROCEEDINGS [Jan. 6 Dear Mr. Speaker: In accordance with Section 17 of Article II of the Maryland Constitution, I have vetoed today House Bill 943 and am returning it to you. This bill authorizes the Mayor and City Council of Baltimore to create a debt in the amount of one million five hundred thousand dollars. The measure is a duplicate of Senate Bill 453, which has been signed and is now Chapter 568 of the 1968 Laws of Maryland. Sincerely, /s/ Spiro T. Agnew, Governor. Vetoed by the Governor—May 7, 1968 House Bill No. 943—By Delegate Abramson: An Act to repeal Chapter 211 of the Laws of Maryland of 1961 which authorized the Mayor and City Council of Baltimore to borrow One Million Five Hundred Thousand Dollars ($1,500,000) and to use the same to extend, enlarge and improve the municipal conduit system; to repeal Chapter 175 of the Laws of Maryland of 1963 which authorized the Mayor and City Council of Baltimore to borrow Five Million Dollars ($5,000,000) and to use the same for an administration building for the Department of Education of Baltimore City; to repeal Chapter 93 of the Laws of Maryland of 1966 which authorized the Mayor and City Council of Baltimore to borrow Three Million Dollars ($3,000,000) and to use the same to create a revolving design fund; and to repeal Chapter 177 of the Laws of Maryland of 1966, which authorized the Mayor and City Council of Baltimore to borrow Four Million Dollars ($4,000,000) and to use the same for an incinerator or reduction plant.
