Dear Mr. Speaker:

In accordance with Section 17 of Article II of the Maryland Constitution, I have vetoed today House Bill 935 and am returning it to you.

This bill would reduce the total amount of state debt which the Mayor and City Council of Baltimore are authorized to create under Chapter 492 of the 1957 Laws of Maryland. The measure is a duplicate of Senate Bill 458 which has been signed and is now Chapter 573 of the 1968 Laws of Maryland.

Vetoed by the Governor—May 7, 1968 House Bill No. 935—By Delegate Abramson:

An Act to reduce the total amount of debt which the Mayor and City Council of Baltimore is authorized to create under the terms and provisions of Chapter 492 of the Laws of Maryland of 1957 from the amount of Nine Million Dollars ($9,000,000.00) to an amount not exceeding One Million One Hundred Thousand Dollars ($1,100,000.00), and providing that nothing in this Act shall change, alter or modify: (a) any of the terms and provisions of said Chapter 492 except in the manner and to the extent set forth in this Act; and (b) any of the power and authority vested in said municipality to hereafter issue and sell its certificates of indebtedness in accordance with the terms and provisions of said Chapter 492 and a certain ordinance.

The Speaker put the question: Shall the bill pass notwithstanding the objections of the Executive?
