that with respect to the initial appointment, two such members shall
serve for a period of four years. The Committee shall meet at such
times as may be necessary for the performance of its duties but
in no event less than quarterly. The members of the Committee shall
serve without compensation, but shall be entitled to be reimbursed
for travel and other expenses necessarily incurred in the perform-
ance of their duties and such other expenses as may be incurred by
the Committee in the performance of its duties; such expenses shall
be paid by the Workmen's Compensation Commission out of funds
to be appropriated for that purpose.

(b)    Rehabilitation program.The Workmen's Compensation
Commission shall establish a program of rehabilitation within the
said Commission and employ the necessary rehabilitation counselor
or counselors and the necessary clerical staff to review all reports
and claims. It shall be the duty of the Workmen's Compensation
Commission rehabilitation program to select from all such reports
and claims filed with it where vocational rehabilitation appears to
be appropriate and after proper investigation to refer all such cases
to the Division of Vocational Rehabilitation within sixty days after
the date of injury, or as soon thereafter as it is possible under the
circumstances. Upon the request of the Division of Vocational Re-
habilitation, the Workmen's Compensation Commission shall make
available a complete medical evaluation, including prognosis of work
potential of any worker whose case has been referred by the Com-
mission. The salaries of the employees of the workmen's compensa-
tion rehabilitation program and all necessary expenses incurred in
investigating and reviewing of all reports and claims and all neces-
sary expenses incurred in the furnishing of supplies, furniture, and
office space shall be paid by the Workmen's Compensation Commis-
sion out of funds to be appropriated for that purpose.

(c)    Medical adviser's advice as to treatment.The medical ad-
viser to the Division of Vocational Rehabilitation, acting through
the Injured Worker's Rehabilitation Committee, may advise the
Workmen's Compensation Commission at any time as to the effective-
ness of the current treatment being given or as to any additional
treatment which may be needed, with respect to injured workers who
have been referred by the rehabilitation program.

138. Gifts.

The State Board of Education is hereby authorized and empowered
to receive such gifts and donations from either public or private
sources as may be offered unconditionally, or under such conditions
as in the judgment of said Board are proper and consistent with
the provisions of this chapter. All moneys received as gifts or dona-
