political subdivisions in the General Public School Construction Loan
of 1956 authorized by Chapter 80 of the Acts of 1956, or any similar
Act passed or to be hereafter passed, shall be deducted from funds
due said counties and city under applicable provisions of State law
relating to the income tax, the tax on racing, the recordation tax,
the tax on amusements, the license tax, and the incentive fund for
school buildings; any and all obligations in connection with funds
received by the counties or the City of Baltimore from the State
School Construction Loan of 1956, or any similar Act passed or to be
hereafter passed, are hereby declared to be self-liquidating obliga-
tions, incurred for self-liquidating projects within the meaning of
those terms as used in any charier, public general, or public local
law now or hereafter in force in this State. All laws or parts of laws
which are inconsistent with the provisions of this section are hereby
repealed to the extent of such inconsistency.

Chapter 10. Vocational Education
133. Acceptance of Federal Acts.
The State of Maryland does hereby:

(1)    accept the provisions and benefits of the Smith-Hughes Act,
the George-Barden Act, the Vocational Education Act of 1963, and
any acts supplementary thereto or amendatory thereof which may
hereafter be enacted by the Congress of the United States:

(2)    designate the State Treasurer as custodian of all moneys
received by the State of Maryland for vocational education, under
the provisions of such acts, and such moneys shall be paid out in the
manner provided by such acts for the purposes therein specified:

(3)    designate the State Board of Education as the State Board
for the purpose of carrying into effect the provisions of such acts,
the State Board being authorized and directed to cooperate with the
Office of Education and the United States Department of Health,
Education and Welfare, in the administration and enforcement of
their provisions and to perform such official acts and exercise such
powers as may be necessary to entitle the State to receive their
benefits;

(4) authorize the State Board of Education to represent the
State in any and all matters in reference to the expenditure, dis-
tribution, and disbursements received from the United States Gov-
ernment for vocational education and, to appropriate and use said
moneys in whatever way will in their discretion best serve the in-
terest of the State and carry out the spirit and intent of said Acts of
Congress in conformity with their provisions;

(5) authorize the State Board of Education to make such expend-
itures for the salaries of assistants and for such office and other
expenses as in the judgment of the Board are necessary to the proper
administration of such Acts.
