(b)     This annual school budget shall be submitted in writing to
the board of county commissioners, county council, or the county
executive not less than 45 days before the date for levying local taxes,
or such earlier date as may be requested by the local fiscal authority.
BUT NOT PRIOR TO MARCH 1. A county executive shall indicate
in writing what major categories of the annual budget of the County
Board of Education have been denied in whole or in part, and the
reasons for such reduction. The County Council may in their discre-
tion restore any or all reductions made by the county executive in
the said budget submitted by the Board of Education;
PROVIDED
HOWEVER, THAT THE COUNTY COUNCIL OF BALTIMORE
COUNTY SHALL NOT HAVE THE AUTHORITY TO RESTORE
ANY OR ALL REDUCTIONS MADE BY THE BALTIMORE
COUNTY EXECUTIVE.

Copies of such budget shall be made available to the public, upon
request, at the time of such transmittal.

(c)     The amount requested in the annual budget of the county
board of education and the Board of School Commissioners of Balti-
more City for current expenses for the succeeding school year and to
be raised by revenue from local sources shall not be less than the
minimum amount required to be levied in Section 128(b) (4) of this
Article to support the foundation program of education. Provided,
that the board of county commissioners or county council may provide
funds in excess of the amount required for the foundation pro-
gram in order to support improved and additional programs. In
the event that such board of county commissioners or county council
shall fail to approve the amount requested in the budget in excess of
the amount for the foundation program, they shall indicate in writing,
WITHIN FIFTEEN (15) DAYS AFTER THE ADOPTION OF
THE BUDGET what major categories of the annual budget have been
reduced and the reason for such reduction.

(d)    A copy of the budget as approved by the county commis-
sioners or county council shall be submitted to the State Superin-
tendent of Schools within thirty days after such approval.

(e)    Each board of county commissioners or county council is
hereby authorized, empowered, directed, and required to levy and
collect such tax upon the assessable property of the county which,
together with other local revenue available, including income tax
revenues and bond monies and together with estimated revenues and
funds from all sources, will produce the amounts necessary to meet
the appropriations made in the approved annual budget of the county
board of education. Local funds provided for appropriations shall be
paid in accordance with the expenditure requirements as certified by
the county board of education to the treasurer of the county board of
education on a monthly basis; provided that appropriati
