Such publication shall also indicate that during the month of No-
vember, the program will be available at the office of the county road
board for review by any interested person.

On or before the [first] thirtieth (30th) day of [December] June
the county commissioners shall have power to change, alter or modify
such comprehensive program of the county roads board, but such
comprehensive program, as submitted or as changed, altered or modi-
fied by the county commissioners on or before the first day of Decem-
ber, shall be binding upon the county roads board during the ensuing
calendar year; provided, that if any necessary right of way cannot be
obtained, the county roads board shall have the power to provide
for an alternative route or program, subject to the approval of the
county commissioners. It shall be the duty of the county engineer
to see that such program is completed in the best manner possible.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 378
(House Bill 929)

AN ACT to add new subsection (h) to Section 165 of Article 77 of
the Annotated Code of Maryland (1965 Replacement Volume),
title "Public Education," subtitle "State Colleges," to follow im-
mediately after subsection (g) thereof, to provide for the receipt,
application, distribution and disbursement by the Board of Trus-

tees of the State Colleges of gifts, donations or grants for the

benefit of the State colleges. TO GRANT THE BOARD OF
TRUSTEES OF THE STATE COLLEGES POWER TO ACCEPT
FUNDS OBTAINED BY DONATION, GIFT, GRANT, BE-
QUEST, OR DEVISE, IRRESPECTIVE OF ITS SOURCE
OR AMOUNT AND TO PROVIDE FOR THE DISPOSITION
AND USE OF SUCH FUNDS.

Section 1. Be it enacted by the General Assembly of Maryland,
That new subsection (h) be and it is hereby added to Section 165
of Article 77 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Public Education," subtitle "State Colleges," to fol-
low immediately after subsection (g) thereof, and to read as follows:

165.

(h) In order to encourage and facilitate fund-raising programs
and contributions from private sources for the use and benefit of
the State colleges, the board of trustees of the State colleges,
WITH THE APPROVAL OF THE GOVERNOR, is hereby
empowered to receive any gift, donation or grant made to the State
colleges by any individual, association, foundation or corporation;

and the said board shall direct the application, distribution and dis-

bursement of moneys or property so received, or the income there-
