UPON APPROVAL BY THE BOARD OF PUBLIC WORKS, TO

AID IN the construction of the following additional facilities at the
Maryland School for the Blind including (1) utilities, (2) site im-
provements, (3) fees, and (4) capital equipment:

(a)   Two dormitories (64 beds each)

(b)   Multiple-handicapped classroom building

(c)   Kitchen-Dining room, Library, Laboratory, and Classroom
building

The expenditure of any of this appropriation for the purpose
of aiding the Maryland School for the Blind in constructing certain
additional facilities, described hereinabove, is subject to the condi-
tion that on or before July 1, 1970, the Maryland School for the
Blind shall provide or have, from other sources available to the
Maryland School for the Blind, a sum of money equal at least to the
amount of $380,000, available in partial payment for the additional
facilities described hereinabove. The Board of Public Works shall
determine if this condition is met and shall approve the provisions
for the availability and use of these funds prior to authorizing the
expenditure of any state monies under this Act.

Sec. 6. And be it further enacted, That until all of the interest
on and principal of any certificates issued under this Act have been
paid in full, there is hereby levied and imposed an annual State tax
on each $100 of assessable property at the rate to be determined in
the following manner: on or before May 1, 1970, and on or before
May 1 in each taxable year thereafter, the Board of Public Works
shall certify to the governing bodies of each of the Counties and
Baltimore City the rate of State tax on each $100 of assessable
property necessary to produce revenues to meet all interest and
principal which will be payable to the close of the next ensuing
taxable year on all certificates theretofore issued or theretofore
authorized by resolution of the Board of Public Works to be issued,
and the governing bodies of each of the Counties and Baltimore City
shall forthwith levy and collect such tax at such rate.

All matters committed by this Act to the discretion of the Board
of Public Works shall be determined by a majority of said Board.

Sec. 7. And be it further enacted, That this Act shall take effect
July JUNE 1, 1969.

(Senate Bill 409)

AN ACT to repeal Section 1 of Article 68 of the Annotated Code of
Maryland (1968 Supplement), title "Notaries Public" and to enact
a new Section 1 in lieu thereof, to stand in the place of the section
so repealed; and to add a new Section 2 to said Article 68, to
follow immediately after Section 1 thereof, generally revising the
