CHAPTER 166
(House Bill 597)

AN ACT to repeal and re-enact, with amendments, Section 304 of
Article 77 of the Annotated Code of Maryland (1965 Replace-
ment Volume and 1968 Supplement), title "Public Education,"
subtitle "Chapter 31. Community Colleges," amending the laws
concerning the ratio of payments toward current expenses of com-
munity or regional community colleges, changing the responsibility
of the State, to students, and to the county or Baltimore City for
such payments, and relating generally to the financing of com-
munity or regional community colleges.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 304 of Article 77 of the Annotated Code of Maryland
(1965 Replacement Volume and 1968 Supplement), title "Public
Education," subtitle "Chapter 31. Community Colleges," be and it is
hereby repealed and re-enacted, with amendments to read as follows:

304.

(a)    Current expenses paid by State, county and students.
—Each community college or regional community college operating
under the provisions of this subtitle shall be financed on the general
basis of receiving one[third] half FORTY-FIVE PER CENT (45%)
of its current expenses from the State, one[third] fourth THIRTY
PER CENT (30%) from the county or counties (or Baltimore City)
for which it is established, and one[third] fourth TWENTY-FIVE
PER CENT (25%) from fees and charges required from students
at the community college. In this computation, "current expenses,"
shall be the product of the per-student operating cost for the preced-
ing school year or academic term multiplied by the number of full-
time equivalent students enrolled in the current school year or aca-
demic term.

(b)    Payment of State's share.—Beginning for the State's fiscal
year which commences on July 1, 1969, the Governor shall place in the
State budget an item to pay the State's one[third] half FORTY-
FIVE PER CENT (45%) share to each of the community colleges
operating under this subtitle. It shall not exceed the sum of [thirteen
dollars and thirty-three cents ($13.33)] twenty ($20.00) dollars
EIGHTEEN DOLLARS ($18.00) per week per term for each full-
time student at any community college, not to exceed a maximum
of [two hundred dollars ($200.00)] three hundred dollars ($300.00)
TWO HUNDRED AND SEVENTY DOLLARS ($270.00) for any
student for one full term. The State Superintendent of Schools THE
STATE BOARD FOR COMMUNITY COLLEGES shall certify to
the State Comptroller on or before the last day of both September
and March in each year one-half of the annual amount (whether
computed on the basis of a school year or of an academic term)
which is due the local board of trustees of each communit
