resolutions, regulations, or directives, they shall be deemed to mean
the Department of State Planning and the Secretary of State Plan-
ning, respectively unless, however, such construction would be un-
reasonable. From and after July 1, 1969, all rights, powers, duties,
obligations and functions heretofore conferred upon or exercised
by the State Planning Department and the Director of State Plan-
ning shall be transferred to and be exercised and performed by the
Secretary of State Planning, unless otherwise provided by law. All
rules, regulations, forms, orders and directives promulgated by or
in effect for the State Planning Department as of June 30, 1969, shall
continue in force unless and until changed by the Secretary of State
Planning.

Sec. 2. And be it further enacted, That Sections 3, 4 and 7 of Arti-
cle 88C of the Annotated Code of Maryland (1957 Edition and 1964
Replacement Volume), title "State Planning," be and they are hereby
repealed in their entirety.

Sec. 3. And be it further enacted, That Sections 1, 2, 5, 6, 8, 9, 9A,
10 and 11 of Article 88C of the Annotated Code of Maryland (1957
Edition and 1964 Replacement Volume), title "State Planning," be
and they are hereby repealed and re-enacted with amendments and
re-numbered, all to read as follows:

1.

There shall be a [State Planning Department] Department of
State Planning
responsible to the Governor, headed by the [Direc-
tor] Secretary of State Planning, as provided for in Section 226
of Article 41 of this Code.
It shall be the purpose of the [State Plan-
ning Department] Department of State Planning to function as the
Governor's staff agency in planning matters, and to prepare, recom-
mend and keep up to date a balanced, integrated program for the
development and effective employment of the natural and other re-
sources of the State, in order to promote the health, safety and
general welfare of its citizens. In the execution of its purposes, the
[State Planning Department] Department of State Planning shall
function as an advisory, consultative and coordinating agency, (1)
harmonizing its planning activities with the planning activities of
departments, agencies or instrumentalities of State or local govern-
ment; (2) rendering necessary planning assistance; (3) stimula-
ting public interest and participation in the development of the
State; (4) coordinating the plans and programs of all State de-
partments, agencies and instrumentalities; and (5) coordinating
the State programs with the Federal Government.
Nothing contained
in this article shall operate in derogation of planning powers con-
ferred upon departments, agencies or instrumentalities of State or
local government by any existing State or local law.

(a)    The [State Planning Department] Department of State
Planning
shall:

(b)    Prepare, and from time to time revise, amend, extend or add
to, a plan or plans for the development
