create an Advisory Board for said Department, and to provide for
the abolishment of the State Board of Natural Resources and trans-
fer of all rights, powers and functions conferred upon said Board
of Natural Resources to the Secretary of Natural Resources, and to
delete certain provisions relating to the duties of the Attorney
General relating to representation of the Board of Natural Re-
sources, and to provide for inclusion in said Department of the
Department of Chesapeake Bay Affairs, Commission on Chesa-
peake Bay Affairs, Maryland Geological Survey, MARYLAND
GEOLOGICAL SURVEY COMMISSION, Department of Game
and Inland Fish, Game and Inland Fish Commission, Department
of Forests and Parks, DEPARTMENT OF WATER RESOURCES
AND WATER RESOURCES COMMISSION, Commission of For-
ests and Parks, Bureau of Mines, Maryland Commission of Min-
ing Laws, Land Reclamation Advisory Committee, AND OF
OTHER AGENCIES, MAKING GENERAL PROVISION FOR
EMPLOYEES OF THE BOARD OF NATURAL RESOURCES
AND FOR CERTAIN TRANSITIONAL MATTERS, and to pro-
vide that the Secretary be directed to make efforts with other
states to preserve the resources of the Chesapeake Bay, PROVID-
ING A CERTAIN CONTINGENCY CONCERNING THE EF-
FECT OF SECTION 660 OF ARTICLE 66C, and relating gen-
erally to the Natural Resources of the State of Maryland.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 232, 233, 234, 235, 236, 237, 238 and 239 of Arti-
cle 41 of the Annotated Code of Maryland (1957 Edition and 1965
Replacement Volume), title "Governor—Executive and Administra-
tive Departments," be and they are hereby enacted, to be under the
same title, but under the new subtitle "The Department of Natural
Resources," all to read as follows:

The Department of Natural Resources
232.

(a)    The Department of Natural Resources of Maryland is hereby
created as a principal department of the State government. The
head of the Department of Natural Resources shall be the Secretary
of Natural Resources, who shall be appointed by the Governor with
the advice and consent of the Senate.
THE SECRETARY SHALL
BE AN INDIVIDUAL WHO HAS ADMINISTRATIVE ABILITY
AND WHOSE REPUTATION AND EXPERIENCE DEMON
STATES
DEMONSTRATE HIS INTEREST IN THE FIELD OF
NATURAL RESOURCES.

(b)    The Secretary of Natural Resources shall serve at the pleas-
ure of the Governor. He shall be directly responsible to the Governor
and shall counsel and advise him on all matters assigned to the De-
partment of Natural Resources. The Secretary shall be responsible
for carrying out the Governor's policies in the areas of natural re-
sources research and development, management, and administration.
The Secretary shall receive such salary and have such assistants, em-
ployees and professional consultants as provided in the State Budget.

(c)    The Secretary shall be responsible for the operation of his
office and shall establish gu
